New Spell "Resist Arrows"

So here is the thing. Archery had no defense. Magic bow bypasses protection from arrows. Cluster shot bypasses stonskin. Improved precise shot by passes Concealment. Pin Point targeting by passes high AC.

So I need a spell to let the bad guy with stand at least 1 round of archery attacks. So I took Protection from Energy and created a spell based on that to Compliment Protection for Arrows called Resist Arrows as follows:
Resist Arrows

School abjuration; Level sorcerer/wizard 3, Summoner 3, Alchemist 3

Casting Time 1 standard action

Components V, S, DF

Range touch

Target creature touched

Duration 10 min./level or until discharged

Saving Throw Fortitude negates (harmless); Spell Resistance yes (harmless)
Resist Arrows grants temporty immunity to attacks from ranged weapons. Ranged attacks slow and stop before hitting the target. The Target can slow and stop 12 points of damage per level up to a maximum of 120 points at 10th level then the spell is discharged.

Resist arrows overlaps (and does not stack with) resist energy. If a character is warded by Resist Arrows and Protection for Arrows, the Resist Arrows spell absorbs damage until its power is exhausted.

Anyone see any issue with spell like this?

There is a defense to arrows already:

Look at windwall - which can be cast by almost everyone.

I don't see a problem with the spell, per se. But like John, I disagree that there is no defense against arrows. The wind wall, wall of force, or basic concealment will all protect a player from ranged attacks. Also, DR is a great way to make an enemy last longer.

Not to say your spell isn't worth keeping. I have several spells that overlap or that do something a never spell can also do.
