There are tables in the Bestiary. A dragons attacks are based on its size, and an adult dragon (of any type) is 3 sizes larger then a wyrmling dragon of the same type.
Blue wyrmlings are small, so an adult blue is huge. So you look up huge on the attack tables, and see that an adult blue dragon gets 1 bite, 2 claws, 2 wing attacks, a tail slap, and a crush attack. The crush attack is a special attack, though. As a full attack action, the adult blue can make the bite, claws, wing, and tail slap attacks.
Edit: Or, look at the adult blue dragon stat block, also in the Bestiary. When making a full attack, it gets all the attacks listed under Melee. As a standard action attack, it gets only 1 of those (usually, the bite attack).

I am just confused how many of these natural attacked it gets in one turn. Are you telling me an Adult Blue Chromatic Dragon can only make 1 attack per turn? I am surprised given that there are many higher level PCs that get two attacked in one turn.

A creature can use all of its natural attacks when making a full attack, or any one of them when making a standard attack. This applies to any and all creatures with multiple natural attacks, which includes most monsters in this game, even at level 1.

No, I said its limited to 1 attack if it takes a standard action to attack (just like PCs). It gets all of its attacks (in this case 1 bite, 2 claws, 2 wings and 1 tail slap) if it takes a full attack as a full round action (also just like PCs).

It gets a bite +23 (2d8+12) as one of its melee attacks. It also has a +16 base attack.
I assume the +23 on the bite as the +16 built in right? So I add 23 to a d20 roll to see if it hits?
Correct, the statblocks are fully calculated.
His bite is +23, the result of BAB (+16) Str 27 (+8) Weapon Focus (+1) and size (-2).
