But I'd also argue that Archaeologists luck in a proportionally smaller aspect of the archetype than bardic performance is to normal Bards, or any of the other scaling use abilities (like Barbarian Rages.) It's a powerful ability, especially when meshed alongside some of the now many and varied Rogue Talents that the archetype gets access to.
He isn't full Bard, he isn't full Rogue and the weakness inherent in that will not mesh well with some and they'll feel the need to shore that weakness up. Myself playing one probably wouldn't mind having less rounds per day of my ability as they likely hood is I'd be wanting the skill ranks more than anything if I'm filling the rogue role.

And you would more than likely play a Half Elf or Gnome and take advantage of the ability to get 3x as many uses per day. Either the class needs to increase the rounds per day itself or it needs to not be treated as Bardic Performance and just plain suck for everyone so there is more likely to be diversity among its foolhardy players.

I'm not going to get into why this ability is an explicit replacement for Bardic Performance instead of that going away and this being added separately.
My question is on the ability itself. More specifically, the amount of the ability.
It says "He can use this ability for a number of rounds per day equal to 4 + his Charisma modifier."
Pretty standard, right? Except at no point does it say it ever increases. At level 1, you get it 4 + Cha rounds a day and at level 20 you get it 4 + Cha rounds a day. As opposed to Bardic Performance that by level 20 you have 42 + Cha rounds per day to use it.Should this increase like every other single class' defining rounds/level ability?
Archaeologists luck does increase. It increases in power. Also there are feats that can be used to extend the duration. There are even some racial abilities that can do that same.

But yes, the 108th repetition of those points may have been one too many.
How about this? It increases in power the same way Channel does, by giving more with the same number of uses. It's still a fairly powerful ability. I don't think it would be a good idea to allow it to be activated all the time.

Every 3/4 BAB class has something to boost their combat above 3/4 BAB. Some of the archetypes don't, but those archetypes that don't are generally considered either bad or to make them behave more like 1/2 BAB classes in role.
Alchemists get mutagens. It lasts 10 minutes per level and I see nothing preventing you from making as many doses as you have chances to hole up in a defensible room. It upgrades with level
Bards get inspire courage. Rounds/day and bonus both scale with level.
Clerics get Divine Favor/Power. The number of spell slots they can prepare them in increases with level, as does their individual duration and the bonus granted.
Druids get wildshape. They get more as they level and it upgrades.
Inquisitors get judgement and bane. Both scale in uses or rounds/day and upgrade with level.
Maguses get arcane pool. The pool increases with level as does the enchantment bonus it can grant.
Monks get flurry. It's always on. Their unarmed damage dice scale with level.
Oracles get the same spells as Clerics.
Rogues and Ninjas sneak attack. They can do so unlimited times per day and sneak attack scales with level.
Summoners get an Eidolon to do their fighting for them. They can keep it out pretty much all the time and it upgrades with level.
3/4 BAB classes are all designed with something extra for combat, and all of them either get something that either scales so it's more available at higher level where they need it more or that starts out effectively always on as well as growing in magnitude with level.
Archaeologist gets static times/day and has no other combat boosts. Rogue talents don't help the archaeologist hit things or do serious damage to the things he hits. Luck isn't available enough rounds/day past very low levels.
It's pretty clear Paizo doesn't care about weak archetypes, and unless the lack of level scaling is revealed to be a typo like the lack of a 10 in the Antagonize DC Archaeologist is one of them. This is really a pity because we could really use more magic trap disabling options that don't drag down the party in combat and this guy will compared to any un-archetyped 3/4 BAB class.

Or it is a 6 level casting class with rogue trapfinding, evasion, features, rogue talents, trap sense, all the bard knowledges, and attack and defense bonuses.
