Help me find a way to widen the Sunburst spell. I want to make an NPC army destroyer that can hit his enemies with a 320-ft. diameter blast of doom, preferably multiple times per day.
Can't use metamagic rods as there is no such thing as a rod of widen. Can't use Spell Perfection, as it starts at 8th-level and can't go beyond 9th. Some traits get me close, but not quite possible from what I've seen.
What are my other options, if any?

I want the character to be able to do it himself, not be reliant on an item that anyone could use. Using an artifact not only seems like a copout, it makes the character seem far less special AND leaves room for trouble should the PCs get a hold of it.

That specific exemption has always struck me as odd (at least since I noticed it in 3.5). I would prefer to have some actual fact to base this on, but since I can't dig anything up quickly with a little Goggle-fu, my take is that you can go ahead and have the metamagic rod exist.
Had I read somewhere this was specifically exempted due to being overpowered, I'd feel differently, but heck, if you can quicken ninth level spells with a rod, I say go for gold widening with a rod as well.

I understand your concern but as a gm you can make any decision you want.
1. a special ability due to a deal with some sort of outsider
2.a rod of what ever
3.a strange heritage? and he doesn't know why?
4.he just can and if they ask why he has gold hair which explains it all

5. he is closer to his god than most and it is gift for being so
6. at birth his mother was exposed to a incredible amount of positive energy so he can do it well
7. his great great great grandma got pregnant by a god of the sun. and this is the by product that and some sort of catalysis event.

I prefer not to "make things up" that aren't part of the story, especially if it can be covered in the rules. It feels too much like "cheating" or over-reliance on "GM fiat," which, as a player, I absolutely loath.
I'm not going to do it as a GM. My players will surely call shenanigans if I can't explain how I did something. It's entirely the reason why we don't play 4E, because 4E didn't use the same rules for monsters/GM stuff as it did for players.
In Pathfinder, everyone uses the same/similar rules set and is always on the same page. We also avoid house rules wherever possible to avoid further confusion.

Magical Lineage Trait - pick one spell, when applying metamagic feats to that spell, treat it as one level lower for determining the spell's final adjusted level.
Universalist Wizard - Metamagic Mastery - 18th level = free Widen 2/day normally. With Magical Lineage, each Widen costs 2 instead of 3, permitting 3/day.

My nerdstinct is telling me that there's a way to get ahold of sunburst as a lower level spell. Thusfar, no luck...

The simplest way to do it is the previously mentioned Metamagic Rod. There's nothing stopping a Widen spell rod from existing just price it based on the other rods and fit it in. If you're opposed to that idea, namely as you don't want your party to have it, then I have to say if you allow 3.5 materials I can do it easy as pie. Sticking straight to Pathfinder you'll get close, but it's a lot tougher to MAYBE make it work. With the fact that they put the caveat of not breaking 9th level with free Metamagic it's a lot tougher. Mind at my table I said f that cause otherwise the universalist is a waste of space since both of their two school powers are gimp at that point.

If you want/need your baddy to be able to stand smack in the middle of his own sunbursts, I recommend the Solaric creature template from Green Ronin's Advanced Bestiary. +1 CR, at 18+ HD that tacks on a regular sunburst per day plus a host of other goodies - including ignoring [light] effects.
Really nasty if the baddie is, say, a vampire or lich. ^_^
