Reading this it implies to me that a character could theoretically cast while underwater, because the water would not function as a silence spell nor necessarily impede the verbal component of a spell. It might involve a Constitution check and a concentration check. For example, if a character in heavy armor tried to cast water breathing or water walk on himself.

Is this correct?

Rules for Casting underwater

Spellcasting Underwater: Casting spells while submerged can be difficult for those who cannot breathe underwater. A creature that cannot breathe water must make a concentration check (DC 15 + spell level) to cast a spell underwater (this is in addition to the caster level check to successfully cast a fire spell underwater). Creatures that can breathe water are unaffected and can cast spells normally. Some spells might function differently underwater, subject to GM discretion.


I'd laugh pretty hard if a player tried to cast under water, and it wasn't purely somatic (and they weren't an aquatic race of course).

The most shocking one I've seen, from a power gamer, was a wizard who cast a ray, while being eaten by a huge giant. Passed the concentration check, it was very high, he almost finished it off too, but it chewed and chowed down and that was that.

Protip: do not go chase a Fomorian giant on your own in dense woods. Even if they are injured.
