Not exactly standard issue I'm afraid. Those are two of the nastier conditions and not easily created via magic outside of power word-stun or other high level spells which don't commonly end up in items. You'd need spell scrolls for them. I'm sure if you thought about it, you'd understand why those aren't in everyday items.

Additionally, you need to make them helpless, not just stunned or cowering for a coup de grace. (Unless there's a feat or class ability that I'm not thinking of.) A scroll or custom item casting Color Spray or Hold person would work at low levels or against humanoids, although the save DC will be low.

@udalrich: there is indeed a feat/classability/rogue-talent that allows coup de grace on stunned or cowering targets. Dastardly Finish I think, probably in APG.
@Death Dealer Rex: keep in mind that if you stun an enemy for 1 round, then you won't be able to coup-de-grace him, as he's unstunned just before the start of your next turn. You need to either stun him as a swift action, or have a duration longer than 1 round.
