I would like to know the consequences of retiring my character early. Currently my character is level 8 almost level 9. If I retire him, and DM a game that falls in Tier 7-8 would I have to apply the credit to this character, or can I hold off until my second character gets to that level and apply it then?
The organized play guide is worded in such a way that leads me to believe you would choose the character to apply the credit to before worrying about the tier of the mod, meaning that retirement or no you could still apply the credit to a lower level character once he reaches the appropriate level range. That's how we've always run it in my area, at least.
