Brightness Seeker wildshape

Quite simply, if you are a 3rd level brightseeker and your first 5 levels were not a class that gives access to wildshape, can you wildshape? You get "the ability to wild shape as a druid once per day," but a druid of what level? Druids normally can't wildshape until 4th level.

I've heard two answers so far: no, they included that so druid brightseekers would get more wildshape levels before 4th level, and yes, you get 1/day beast shape 1 for brightseeker level hours. has this been answered before?

i'd like to know too.
seems like it would give wild shape like a 4th level druid, but for 3 hours/day for a level 3 brightness seeker.

if they wanted to make it friendlier to druids, they could have added some spell progression. the class can be taken by non druids, so the class ability has to be able to stand on its own.
