outsiders are 'uneffected' by the field. but my DM said, the gear and the items are effected. is he right? and if he's right: the monk is uneffected, but no items, no supernatral abilities ... uneffected against what?

The spell description does not say that outsiders are completely unaffected. After talking about how magical constructs - such a golems - will still function in an anti-magic field, it says that outsiders are likewise unaffected.
It is saying that outsiders don't disappear or have any adverse effects like summoned creatures do. A monk of 20th level will be affected in exactly the same way as a 19th level monk. All magic items and supernatural abilities will cease to function.

It's pretty straightforward if you read it in context:
The spell has no effect on golems and other constructs that are imbued with magic during their creation process and are thereafter self-supporting (unless they have been summoned, in which case they are treated like any other summoned creatures). Elementals, corporeal undead, and outsider are likewise unaffected unless summoned. These creatures' spell-like or supernatural abilities may be temporarily nullified by the field.
In other words, constructs elementals, corporeal undead, and outsiders aren't nullified by the field despite being inherently magical. Otherwise, constructs would shut down, undead would revert to being dead, and I don't know what would happen to elementals and outsiders, but it wouldn't be good for them.
