I am making an oracle PC for a upcoming campaign. 20 point buy. I am considering a halfling or gnome (for RP and CHA bump reasons) and pretty much decided on the nature mystery. When it comes to general combat effectiveness, I am wondering: 1) If I should bother riding the mount in combat and sinking 2-3 feats in the mounted combat tree? And 2) If I go the mounted combat route is halfling the best choice (b/c of dex boost and outrider trait)?

A common thing to see amongst oracles is gnomes (usually) or halflings with the lame curse and an animal to ride on to totally ignore extra-slow movement. Being small, their mount can go most places medium-sized party members can.
Thanks. However, what I was looking for is thoughts/advice on the above specific questions about an oracle going down the path of mounted combat on the bonded mount (e.g. taking mounted combat, ride by attack and spirited charge); is it worth it or should I just put all my focus on buffing and BFC?

20 point's about average. High point buys would be like 25 or 30.

That would be my recommendation. Keep a lance handy for when you happen to be out of better options than a double damage charge though (although non-proficiency is a problem...).
Well, can burn a trait to be able to use a lance (master tinkerer or heirloom wpn) but taking a trait that gives a bonus to a save or lets me use druid spells via UMD might be a better spend in the long run me thinks.
