I think the summons don't do much on their own, I probably let it depend on the wording of the pact that was made.
Summons do not usually attack anyone you consider an ally I think, even if it is a reluctant ally. The demon is free to give them other commands though as long as they do not break the agreement.

Just to point out, a summoned creature cannot use its summoning spell-like abilities at all.
PRD -> Magic -> Spell Descriptions -> Conjuration -> Summoning:
"When the spell that summoned a creature ends and the creature disappears, all the spells it has cast expire. A summoned creature cannot use any innate summoning abilities it may have."
A called creature, however, can do it, and this brings up the situation on what are its feeling towards the conjurer... if it has been segregated for months or years, I could see that it can easily say 'Hey Mike, see that mortal up there ? Do whatever you like...'

the original post uses Planar Ally and Gate as examples, both of which are calling spells, not summonings.

I agree that it depends on the wording of the pact.
A direct hostilities ceasefire might let anything that wouldn't break invis be fair game. Although since summoned creatures can't summon more, no horde.
A slightly better pact would cover the summon sla, since summons are under the direct control of the summoner, basically no free will so no difference between the summoned vrock and the demon's own claw attacks.
If the demon has access to calling spells like gate of his own, nothing to stop them from bringing in all their friends and apocalypsing stuff. Actually, if the demon can gate in his bros, very few pacts would stop him from destroying the world while being careful to protect only the caller from all harm.

Called creatures (Creature A) under the control of someone else can summon monsters (Creature B), and their summoned monsters obey them, not the person who called creature A. Of course, a creature conjured by planar ally or planar binding or gate can't do ANYTHING really until the conjurer messes up...
