My doubt has nothing to do with the light/one-handed weapon size.

edit: +0 heavy shield in primary hand / -2 shortsword off-hand should work. "Light weapon" is a defined term and, in any case, the rule doesn't say "lighter weapon", so that reading would not fit the text.

look at pg 142 under martial weapons, sheild heavy its a one-handed melee weapons you have to have a light weapon or the penalties will be more for the other weapon he using
