I've read the threads concerning bombs and the Vital Strike feats, but what is the rule about bombs and critical hits? Can they make a critical hit or not?

Yep, 20 *2. Just like spells.

They can, but from how it reads (IIRC), only the first d6 gets multiplied, not all of them.
