OK, let me take a shot at the OP's question. Here it is:
A flammable material is any substance that would, in the reasoned opinion of a sane human of average-or-better intellect, have a good chance of catching fire if open flame were held against it for six seconds. In cases of doubt, while you may opt to find a sample of the substance and conduct an experiment to confirm or deny your hypothesis, do not conduct this experiment indoors.
