Home Play and Insufficient Number of Players

I was looking at Home Play under the PFS rules as an option for my one-on-one campaign with my wife. Is there any way this could be done "legally" in case she ever wanted to bring the character to a PFS event?

(No, I cannot kidnaps friends to fill the table.)

I am pretty sure you would have to either run a game online or do a play-by-post if you can't get at least two other players. You are allowed to have one ghost pregen at the table if you only have three players, but not more than one, unless I have missed a ruling from Josh somewhere.
