So if you have a horse and you have a torch or everburning torch, does your mount move at full speed at night?
EDIT: If you can see (i.e. a half-orc), but there is no light, what happens? You move at half mount speed?
To clarify, I believe you're referring to the rule that states that a creature in darkness must make a DC10 Acrobatics check to move faster than half speed. We'll assume for the moment that the horse can't do this.
So the first question is easy, and is a yes. The torch would make it so that the horse is no longer in darkness and thus can move at normal speed.
I'd say the answer to the 2nd question is also a yes. Even though you can see, the horse cannot and thus must make the DC10 Acrobatics check to attempt to go faster than half speed. Even if you were using the Speak with Animals spell to help guide the horse, it's still very difficult to move through a completely dark area at full speed. I might allow Handle Animal checks rather than the Acrobatics, but that's house rule territory.
