Cleric Capstone power

Homebrew and House Rules

Clerics are one of the few base classes without a capstone power at level 20, so I had an idea.

What if the cleric's capstone ability was to choose to make their level 1 domain abilities at will, permanent, or a swift action to use?

For most domains, it gives you an attack that does 1d6 + 10 damage at will or as a free action 3+wisdom times a day.

Some other domains.
Animal - Permanent speak will animals
Liberation domain - Permanent Freedom of movement.
Plant Domain - Permanent wooden fists

Thoughts?

I give them at will from 1st, so I see no problems with it.

I don't see a problem. In comparison with the other capstones it's not overpowered by any means.

Not a huge deal to even make both domain powers at will.

Though, I think the reason Clerics have to capstone is because they get it at 1st level.

3/4 BAB, Medium armor, 2 good saves, and full spellcasting.

Both at will might begin to get a little iffy because some of the domain powers would be hard to make "at will" abilities. The travel domain comes to mind. Would you be able to teleport as much as you want or would you be able to teleport as a free, swift, and/or immediate action?

My first instinct was that it might be overpowered, but then after thinking about it for a minute or two, I changed my mind.

The difference between "at will" and 3+Wis is not that big really. Sure, "at will" is better, but with a high WIS score, the cleric might actually have access to 8 or more domain power uses per day, anyway. With all the other attack options open to the cleric, they may not even use all 8. Making it "at will" is less bookkeeping.

Just keep in mind some of the domains. At will teleport, as mentioned above, IS overpowered. That would be one to make a swift action instead.

That is why I made it the players choice of at will, permanent, or swift action. Some domains would make more sense as a permenant, always on ability, others would be more useful at level 20 as a swift action.

And to clarify, I meant for the player to be able to do this will all of their level 1 domain abilities.

The travel domain teleport is a level 8 domain power and thus is not eligible for this bonus, but a travel domain cleric would be able to always ignore difficult terrain.

my bad. You did say level 1. I was responding to what the other poster said, and agreeing with him.

"at will" ignore difficult terrain, and "permanent" ignore difficult terrain are esentially the same thing.

Well, maybe except for a suprise/trap... then permanent is better.

That is why I made it player choice. Some abilities, like the plant domain wooden fists, I would rather have at will so I can turn it off. Other abilities like speak with animals I would rather have it be permanent, so that I don't have to waste an action activating it.

I can also see some situations where as a player I would rather make my fire attack a swift action instead of making it at will.

Just to clarify I was responding to Mirror, Mirror's post. He had said something about both being at will. I knew you meant only 1st level abilities.
