Furthermore, forlorn elves are more moody and melancholic then elves raised among their kind, but that is not the same as outright suicidal.

You mis-understand me. If it takes 10 years or more for the elven baby to finish potty training, who would raise them for that period? Who (among the shorter lived races) would take care for them for that long?

Forlorn Elves are raised among short lived races, not necessarily by them. Even if you are raised by your elven parents, the constant deaths among their and your friends help you to become a Forlorn, just as they are...
If the elven childs Parents die, that is certainly another story and would require a good amount of love from the community - and may make a good backstory for such a character all by itself.
