Question about Line of Sight.

Do creatures block line of sight? I thought they did at first, but could not find anything in the book that said creatures blocked line of sight, though they do provide cover.

However, under the Ray rules, I found this.

Ray: Some effects are rays. You aim a ray as if using a ranged weapon, though typically you make a ranged touch attack rather than a normal ranged attack. As with a ranged weapon, you can fire into the dark or at an invisible creature and hope you hit something. You don't have to see the creature you're trying to hit, as you do with a targeted spell. Intervening creatures and obstacles, however, can block your line of sight or provide cover for the creature at which you're aiming.

So now I'm totally confused. %(

Maybe it means that Intervening creatures provide cover and obstacles block your line of sight.

I think your bolding is a little deceiving. The section mentions that some things can either block line of sight or provide cover to your target. These things include creatures and obstacles. Since it states elsewhere that creatures provide cover, but do not block line of site, you can be assured that this statement means "intervening creatures and obstacles, however, can block your line of sight or provide cover for the creature at which you are aiming."

Is it poorly worded? Sure. The book is chock full of that.

Right, any creatures in between you and your target do not block LOS but confer a cover bonus to your target's AC.

Okay, cool. So how would you resolve friendly ranged touch "attacks". (i.e., those made at range for friendly targets.) For example, the celestial sorcerer's heavenly fire ability.

Exactly the same way. :)

Precise Shot (Combat) is needed in order not to hit soft cover, miss by 4 or less hits the cover other close target.

btb in 3.5 and pathfinder you never hit soft cover (or any other creatures engaged with the target). if you miss you simply miss.

Also, the -4 for firing into melee that is negated by Precise Shot is not the modifier for soft cover for having a creature between you and the target. The soft cover modifier is its own thing, not affected by Precise Shot.

Also, your allies never block your line of sight/effect to other allies. They will conveniently get out of the way for you to do your thing (with the exception of "firing" into melee). You are are using the 3.5 metamagic feat "reach spell" to turn a touch healing or buff spell into a 30 foot ray, your allies won't block the way to another ally.

Are there rules to support this somewhere? I'd like to show my DM. LOL.

Hrm. It seems that this is either a houserule at my table, or a legacy rule from an older system. I cannot find anything supporting that. Actually, almost the opposite.

Soft Cover: Creatures, even your enemies, can provide you with cover against ranged attacks, giving you a +4 bonus to AC. However, such soft cover provides no bonus on Reflex saves, nor does soft cover allow you to make a Stealth check.

It seems all creatures provide soft cover if in the line of effect. So those touch attacks are against touch AC +4.
