Is the Rogue allowed to evade?
Perhaps it doesn't make the most logical sense, but D&D never did.
Simple answer ... yes. You don't need room or space or a "way to escape" ... it's just what Rogues do however they do it.
If you want to argue that a mounted Rogue takes a penalty of up to -4, that's your business, but then I think you have to give them the alternate option of taking a Tumble or Ride check to dismount and evade normally.

well in that particular case unless the rogue has some kind of trick up his sleeve he might not get a reflex save at all, thus voiding the reflex save (and thus evasion is useless)

Sure, why not? It's a game after all and there is no rule against it.
Honestly denying rogues one of their fundamental class features on an arbitrary whim just because it doesn't "feel" right is a big problem with evasion as a whole.
It's a game mechanic. The game is about playing a role but it doesn't always have to make sense.

The point of this example is that the Rogue, who is not squeezed in a 5' x 5' room, gets his Reflex Save by RAW, despite there being no place to go. You can target a fireball with him directly at Ground Zero and he gets to Evade without taking AoOs from the people surrounding him if he supposedly "dives for cover".
It doesn't work logically, but it does work mechanically ... so go with it.
