Can a rogue use their "evasion" ability while mounted?

I have a fighter/rogue playing and wanted to know if evasion still works when mounted. If so, does he have to dismount to avoid the damage?

Sure, works perfectly fine. Maybe you roll around the horse or hop off temporarily or something. Just fluff how you do it really. Being on a mount does not make you helpless.

A Rogue stands in a 5' x 5' room without any visible exits. The walls are 40' high. A Wizard on a ledge above drops a fireball that detonates at floor level and fills the entire area.

Is the Rogue allowed to evade?

Perhaps it doesn't make the most logical sense, but D&D never did.

Simple answer ... yes. You don't need room or space or a "way to escape" ... it's just what Rogues do however they do it.

If you want to argue that a mounted Rogue takes a penalty of up to -4, that's your business, but then I think you have to give them the alternate option of taking a Tumble or Ride check to dismount and evade normally.

Only restriction that evasion has (for a rogue) is you can not wear armor heavier than light armor and you must be allowed a reflex save.

well in that particular case unless the rogue has some kind of trick up his sleeve he might not get a reflex save at all, thus voiding the reflex save (and thus evasion is useless)

There's no rules for your physical situation denying you a Reflex save, but if there were they would apply.

Sure, why not? It's a game after all and there is no rule against it.

Honestly denying rogues one of their fundamental class features on an arbitrary whim just because it doesn't "feel" right is a big problem with evasion as a whole.

It's a game mechanic. The game is about playing a role but it doesn't always have to make sense.

The point of this example is that the Rogue, who is not squeezed in a 5' x 5' room, gets his Reflex Save by RAW, despite there being no place to go. You can target a fireball with him directly at Ground Zero and he gets to Evade without taking AoOs from the people surrounding him if he supposedly "dives for cover".

It doesn't work logically, but it does work mechanically ... so go with it.
