Okay, you take your time to get there, and don't give much detail, but that's an 'Oooh, shiny' idea. A little bit more description on what they do and if there are alternate ends other than violent combat to them (can they 'fulfill' themselves out of existence?) would have been nice.
I assume they are some sort of aberration and/or elemental. They remind me a little of revenants, but operate on a different level altogether.My overall impression is that there isn't much to go on, but boy is there the core of a humdinger of an idea here. This has great campaign potential such as PCs who wipe out a goblin village at first level being haunted a dozen levels later by the great goblin warlord who didn't arise as a result.

That makes sense. I'm not sure it's relevant enough to PCs to mention in a 300-word pitch.
It's nicely imagined and written, but I think you may be the first poster this year to have the question posed 'Yes, this could go in a bestiary, and probably feature in adventures, but Is It A Monster?' I suppose if your PCs are a bunch of aristocratic snobs or 'bad for the sake of it' villains, the answer could be yes...

I remember when a monster was any creature the party encountered.
It's a fair question. Though physically inhuman and disturbing, arguably there are few situations where a sanctissima would come into conflict with a good-aligned party.
I think I laid on too many cleric-like powers, as a general comment. Spellcasting and channeling make it seem more like an NPC than a freaky and unpredictable creature.

There are some grammar & language nitpicks I have with your piece, but otherwise I quite like it. In fact I'm curious as to what their origins are (especially given that you say that they tend to resemble the local majority race), so you've managed to hook my interest with something about them. (Of course I might not like your explanation if you posted it, so it might be wiser to leave me on tenterhooks over this one... ;) )
My overall impression is that it is an evocatively written nice little monster outline, although with a few issues with spelling & grammar.

Thanks for the comments Charles (and Needs more Zasz). Having looked again, your right about the Spelling and Grammer (for which I am slightly mortified that I submitted it in that state). The name was changed a couple of times, this being the one I settled on but maybe Guttersnipe would have been better. And thats all your getting in its origins.
I have edited it (for my own us later)and changed some of the sentances construction to make it slightly more readable.

I had a ton of ideas that didn't quite make the cut. The ones I got as far as writing up fully or near-fully:
Megalania
Megalania, commonly known as butcher lizards, are fearless and particularly stupid predators of the deserts and grasslands, noted for their general laziness contrasted with quick strikes when roused. They prey on herd animals and predators of the open prairies, including buffalo, rhinoceroses, axe beaks, and even the occasional elephant. They are territorial when it comes to other large reptiles; an angry (or amorous!) butcher lizard can pose a problem for even a brass dragon.
Megalania also eat carrion of any sort, which they can smell from miles away and through two feet of earth. The threat of grave-robbing butcher lizards is a powerful incentive to burn the dead, and wise travelers do not linger near dispatched foes.
Powers and Abilities: Megalania are powerfully-built, deceptively quick, and exceptionally stupid. When confronted with prey, it knocks its foe over with a stunning lash from its whip-like tail. Once the foe is within reach of its always-bloody maw, the butcher lizard pins its foe with its clawed forelegs and bites chunks of flesh out of its ofttimes-still-living meal.
Even the survivors of a megalania attack are at risk, as its saliva carries a virulent blood-thinning disease. Many incidents of this "dragon pox" can be traced back to the unlikely survivor of a butcher lizard attack.
This is a real animal, now extinct. I pushed it to the high end of the estimates of its size and cribbed a ton of stuff from real life komodo dragons.
This one I pitched because its stats are going to be super boring. It's just a big lizard with a disease bite and a tail whack (and the Bestiary has no less than five non-magical large bitey lizards I can think of). I wrote it to get things flowing, and I am happy about all the little story hooks I could fit into it. It just seems more like the start of brainstorming for a scenario proposal than an actual monster you'd use.
Aaaaand. Hm. I have a couple more but commentary on them would say a bit too much about my actual submission so I'll post them later, after voting.

Ahh. I remember 2nd edition AD&D when a Guttersnipe was a creature that was part of the Raggamoffyn class of monsters.
I had a scene with a power-crazy erinyes and linnorms in Waterdeep harbour in a game I ran.
Happy days...
Yeah, the fact that there was already a monster called Guttersnipe is why I changed the name. And "Tatterdemalian" didnt sound very threatening.

Yeah I realized that after trimming it down to what I though the "core" of the idea was that it was now a little bit light on meat. I hadnt really thought of having a non-violent end to them, could be cool though! I was initially unsure if they fit better as an elemental, aberration, or outsider, but after some reflection I think aberration fits the "twisted from what their original purpose/form" idea the best. I am grateful for your feedback. After the feedback on my item showed that I needed to at least turn it up to "11" I tried to crank it a few notches!

Might as well post my reject, too... my first idea was the Hemorrhagic Ooze, which infects creatures by replacing their blood (its food source), then causes them to compulsively want to bleed on others. It would still be unintelligent, and until the final stages (severe, active compulsion, and red ooze seeping out orifices and under fingernails) the creature would seem mostly normal, just prone to splashy accidents. Axed this idea because it was ultimately more disease than monster.
Interestingly, I didn't do any more spitballing. This round my second idea was the one I knew I had to run with. What's weird is that I've never designed a monster before. Advanced versions of existing monsters, but those aren't what's called for. A couple of playable races, but I think for this, monster should mean monster. It's just a corner of the game I've never fiddled with. Whether it's up to snuff is another question entirely, but I really surprised myself with how quickly an unfamiliar idea crawled out and grabbed my attention!

Actually, the Monster Cards predate the MM2 by several years. They came out around 1980 or 1981, I think. The hybsil (tiny deer-centaur) was another new monster introduced in that set that later showed up on the MM2. Could've been a few others as well.

The Monster Cards were designed with much the same goal as Paizo's "Friends and Foes" face cards, as something for the DM to show the players when he announces "you see this". There were four sets of cards, which didn't sell all that well (presumably because players already knew what centaurs look like). Each set had three new monsters. Along with Obliviax Moss and the Hybsil, there was also the Galeb Dhur, the little Grippli, the Korred, the fearsome Land Urchin, the Mihstu, the Sea Wolf, the Thri-kreen, the bland Tunnel Worm, the Wemic, and the koala-like Zorbo.
It's a nice reservoir of art by the likes of Jeff Dee, Jim Roslof, and Erol Otus (somebody in editorial assigned him to draw the Wind Walker, which had been invisible until that time; his response is just gorgeous).
But you're right, terraleon; they sold poorly enough that they would have vanished back into the pre-Cambrian ooze if the Monster Manual II hadn't kept them in the public eye.

Sorry All, I meant to complete a quick critique of each monster last night and didn't. I think we are close enough to the "real" monsters coming out that I will hold off for now. In fact I think we should ignore this thread for a little while, to give the Top 32 their due.

Oooh, fun! I saw a David Attenborough documentary last year, where a group of lizards (possibly komodo dragons) attacked some sort of buffalo at a watering hole, and then basically stalked it for several days, waiting for the infected injuries they'd caused to finish it off.

Hoarfrost Zombie variant
Description: A Hoarfrost zombie is a formed from those who died of hypothermia, the ice permeating to their very bones. The Hoarfrost Zombie appears as a frozen corpse with dagger like shards protruding from it. Gaseous cold falls to the ground around it as it cools the air around it.
Powers and Abilities: A Hoarfost zombie is more resistant to damage than even a normal zombie; weapons have trouble penetrating it's icy exterior. This does however leave it more vulnerable to fire. Bone chilling cold emanates from the Hoarfrost zombie, freezing the ground and and those to close to it. Slam attacks from the Hoarfrost Zombie inflict brutal damage from the dagger like protrusions of ice.
Mechanics outside of contest rules for fun (would not have entered the mechanics.)
This is the mechanical info I came up with for it.
Special Defenses: A Hoarfrost Zombie gains DR5/- rather than DR5/slashing due to its solid body.
A Hoarfrost Zombie is vulnerable to fire.
Special Abilities: Aura of cold: A bone-chilling aura of cold extends 10 feet from the hoarfrost zombie, this cold causes slow Fortitude (DC ?). In addition the aura of cold causes the ground to become slick similar to the grease spell. The Hoarfrost Zombie is immune to its own Aura of cold.
Special attacks: A Hoarfrost Zombie's slam attack does an additional 1d4 damage from the crystalline ice protrusions.
These were done quickly due to time constraints

The Australian Aboriginal Whowie (starts page 147) is a pretty nasty mythological adaptation of the megalania, given that there were some of the giant lizards still around when humans first arrived onto the continent.

It was a first draft, as I said, no time, I wrote this on a break from work, I worked from 9am to 2 am yesterday and 8:30am to 1am the night before...So yes, I would have polished it up a lot more for the actual contest. In fact it was almost flow of consciousness.

A moncha for the deep forest/jungle type adventures. Its not large but it can be deadly.
The Stingback
Description: Often found in deep forests or Jungles this strange 48 inch high little golden brown monkey has many ties to its better known cousin the howler monkey. However, the Stingback is terribly shy and yet feverishly territorial. This monkey primarily feeds on other monkeys, squirrels or any other tree climbing animals which might enter the territory of the Stingback. The Stingback picked up its name due to the scorpion like whip tail it possesses other then the standard monkey tail used for climbing. The Stingback will often swing down out of the tree’s and sting its victim and wait for the toxic poison to suffocate the victim and then it will feast on the poison sweetened meat. Stingbacks unfortunately do not hunt solo and are often found in packs of 20 or more.
Powers and Abilities:
The Stingback is an amazing climber and possesses an excellent sense of balance. It climbs almost as fast as a traditional howler monkey might and it has an unusual and distinct call it makes when something enters it territory. It is a master at hiding to the point that most folks looking directly at it still might not even see the creature. When it delivers its poisonous sting to the unfortunately victim the venom begins to immediately cause muscular paralysis constricting the lungs and causing most victims to die of asphyxiation. As this venom mixes with the blood it congeals into a strange sugary fermentation and saturates the meat of the animal. The venom’s affects only last for a short time leaving a tasty welcomed treat. It is for this reason that the Stingback is a prized catch and often found as a caged animal in many villages of deep native forest dwellers.

I think I know what the judges would have said..."Just adding a scorpion tail to an animal, not very original." I like it however, a deliciously evil chimeric monster...

Ok last Moncha from my book of creatures.. This little number like the monkey is not original in the sense of what it is but original in the sense of how it is used. I hope you enjoy as a DM adding one to your world environment. Have fun with the role-playing it can lead into.
The Albino Dragon
Description: This very rare dragon has only been discovered once in the chronicles of Dragon kind as we humans might know it. The beast was discovered as a female and found to have a perfectly colorless white hide with a fairly pinkish scaled underbelly. Her eyes were a stark red color and the dragon generally had long leathery wings spanning 15 feet in length with a height of 24 feet tall. She had a rather thin elegant form and long tail which was heavily plated and could be used as a weapon. As a dragon goes she was charming with a devious nature and highly intelligent. She did not care for other dragons and certainly took the view of personal freedoms and yet uncaring of the struggles between good or evil. We discovered her in an old abandoned castle which when asked why not a cave she laughed and said: “A cave really? It has no style”. She had a strong love for silks and blankets made of fine cloth and often requested those items for bedding and to adorn her form.
Powers and Abilities:
She had an interesting breath weapon which was slightly warm and smelled hypnotically good, creating the effects of a suggest spell. The dragon would often speak to a creature and follow it up with this warm and luring vapor in order to bring home what ever it is trying to suggest. She knew well the rhythms of magic and was certainly as powerful as any high level human Sorcerer. She would do anything to charm the world into making its life a vastly calm and relaxing existence. I never saw her like again but pray I get the chance to one day meet another like her.

Judgernaughties
Description: Short, squat and gnomelike, they always like to be referred to as "Dungeonmaster" and are always encountered when parties are separated from any other humanoid contact. They are balding and bearded, sporting kindly faces and paunchy stomachs, wearing a red velvet costume trimmed with white rabbit fur. They are always smiling, knowing exactly what mischief they are sending heroes towards, never giving straight answers, delighting in the whimsical.
They all worship their own god, known simply as the "Judgernaut", a being of omnescient power and knowledge.
Powers and Abilities: The have great powers to sense when a storyline has stalled and magically appear from behind a rock or tree to give cryptic hints and pointers in direction to assist in moving things along. Their second greatest power is to immediately distract people and vanish when not being observed during those fateful seconds, which is usually done immediately they suspect a direct question is about to be posed.
Their overriding mischieviousness is often exhibited with their power of the prod. This power often used to provoke tension and suspense before a period of revalation in an ongoing story arc is used without mercy.
P.S. I know its a complete rip off - but I couldnt resist coming up with a comical yet uncannily accurate description of Clark's minions :P

While I'm writing up the responses/design points of the Astrumal, thought I'd share what my first monster concept was that eventually got discarded.

Mirror Geist
Description: A lone, pale figure peers forth from the other side of the mirror, covered in gaping wounds that run with fresh blood and with eyes pleading in agony. Its hands beat fruitlessly against the reflective surface. Faint whispers begging for release drift off of the mirror’s surface before turning into echoing howls of frustration.
Mirror Geists are the tormented spirits of those who have been murdered while in full view of a mirror. Their souls never get a chance to cross over into the afterlife and instead they find themselves bound for eternity to the confines of the mirror that witnessed their demise. Such an existence quickly drives the spirit insane as they experience the agony of their own death every moment. The only thing a mirror geist longs for is an end to its suffering. In their insanity, a mirror geist will take their anger out on anyone unable or unwilling to give them this release.
Powers and Abilities: While a mirror geist is an incorporeal undead, it can only interact with objects or beings reflected by its mirror’s surface with a limited form of telekinesis. Every few moments, it can let loose a horrible howl that wracks anyone nearby with pain. The tortured gaze of a mirror geist has a hypnotizing effect on living beings, drawing the target toward the mirror until they are touching it. The mirror geist can attempt to drain the life force of anyone touching its mirror and shunt them to an ethereal demi-plane for a time. A mirror geist cannot be harmed directly but takes damage if its mirror is struck. Unless remove curse is cast upon the mirror geist before its mirror is shattered, they both will return fully repaired in a few days.

A third idea I had late into the submission deadline was for a construct crafted of rock, dirt, and the magically preserved, still-living oak tree of a dryad. It would of been crafted by fae spellcasters and acted as a mobile home/protector for the dryad when the forces of fae went to war. I didn't have time to work that one out fully how I wanted it before the deadline so tossed it as well.

Now that the round 3 rules are out and there for everyone to read I'll step up and say, that I intend to continue to craft mock up entries for this contest. For round 3, I'm tempted to stat up my own monster, regardless of the rules so I'll try to do 3 things: Stat up another monster out of this thread ( don't want to prowl on top 16 territory) till shortly after the deadline. (+1-5 h )
Stat up my own monster some time afterwards. ( Till Monday, hopefully)
Stat up a top 16 Monster, after voting has finished.
Thats at least what I intend to do, but with exams approaching I know that the next week or so will be quite heavy on RL issues, so we'll se whether i can make it or not.
I hope some of you will join me, it's more fun if your not alone after all. :)

I'm nearly finished with my first stat block. When I'm finished with this first draft, I'll likely stat up another monster to see, which fares better and revise/refine these on Friday. Possibly I will post the stats for both.
We'll see ;), but in every case I'll be taking some liberties with the entries and maybe adding some twists, I hope thats OK with everyone ;)

Azmahel will you start a "if I was in round 3..." thread? If so link to this thread so folks don't poach on the real contest. I will stat up one of these, maybe two if i think I can do it for the boards. I will practice with the Top 16 over the summer and just for myself.

So now that I can post this with utter impunity, here are the two monsters I decided not to go with. I'd love to get feedback on them, even if that feedback winds up being 'why the hell didn't you pick one of these over your actual entry, you idiot?'
Phageborn
Description:Phageborn are pestilence become flesh; a magically altered disease made sentient. In plagues caused by this disease one in a thousand infected becomes host to a sufficiently strong intelligent strain to bring forth a phageborn. The phageborn's life comes at the expense of the host's; should the host fail to overcome his illness, the disease colony infesting his body strengthens, ultimately taking control of the body at the moment of the host's death. The family of a host often sees their loved one miraculously recover, not realizing until too late that the thing risen from the sickbed is no longer someone they know.
In this first stage, a phageborn looks like their host did in life, except that they tend to be pale and thin. This frequently causes them to be mistaken for undead, though in truth the body is still alive, albeit inhabited by a new life form. During the time that they walk in this form, phageborn make subtle changes. Consumption of flesh of the same species as the host allows for alteration of cells and organs, causing their bodies to shift; ultimately to androgynous forms of great, if alien, beauty.
Powers and Abilities: During the first phase of their lives, phageborn give the host body strength and hardiness as well as a number of vermin qualities. In this stage they are difficult to truly kill; when a host body dies, the disease colony within disperses and infects all potential hosts in the vicinity, starting the process all over again.
Once in their final form, the disease has truly become the body and the phageborn can be killed without chance of reinfection, but since this stage provides them with great powers over the flesh and of others as well as themselves, doing so is more difficult.
Flickerfiend
Description: So named because they can only be glimpsed from the corner of one's eye, flickerfiend's origins are contested among sages. Theories abound that they hail from another plane, another time, or from beyond the stars. What is not in question is that their motives are frequently incomprehensible, leading to speculations of some alien agenda. Their actions have no pattern- sometimes engaging in wanton destruction, sometimes found meditating peacefully on mountaintops, sometimes choosing to stalk an individual for no discernible reason, never attacking, simply haunting and following for weeks, always just outside of sight.
Given their nature, a flickerfiend has never actually been seen directly. Thus, reports on their appearances vary; different sources tell of details such as bulging eyestalks or recessed eye-slits; narrow proboscises or gaping mouths with baleen-like filters; translucent alabaster skin covering a frame of otherworldy beauty, or else skin the color of a drowned corpse covered by a network of veins. One thing all accounts agree on, though, is that they are of medium height, roughly humanoid in shape, and have long arms, capable of delivering great claw-wounds.
Powers and Abilities: A flickerfiend exists in a state some term 'selective reality'. Simply put, they exist only when they are not observed. An adventurer attacked by one will feel its claws tearing at his back, turn to fight, only to find himself staring at empty space. This is not a state of invisibility, etherealness, or even incorporeality; the creature will literally not exist while its last known location is being observed. The moment there are no eyes on the square it was last in, it will re-occur and begin its attack again. Curiously, this trait only extends to visual perception; they can still be heard or smelled without affecting their existence.
