Ok I read a lot of threads before this, so please excuse me if it's been answered in all the ones I didn't find.
When does Darkness result in the dim light condition.
It says "... from normal light to dim light,...".
So, when do we have a normal light condition?
Some guesses on my part.
In a cabin with windows on a sunny day.
In a wooded area on a sunny day.
Under a tree in the park on a sunny day.
Early evening, just before the sun sets.
all of the above with a Daylight spell replaceing the sun.
Thank you for your help, and I'll sit back and read responses for this and other threads for a while.

Normal light functions just like bright light, but characters with light sensitivity and light blindness do not take penalties. Areas of normal light include underneath a forest canopy during the day, within 20 feet of a torch, and inside the area of a light spell.

Yes.Likely, if it is providing significant shade like a fully wooded area.
Depending on the exact ambient conditions, this is arguably dim light, but I think most would call it normal illumination.
I'll have to reread Daylight and get back to you.

Thanks Ringtail! About the Early evening, I'm talking about the time before sunset - but not "Broad Daylight" - the time you'd take off your sun glasses, but could read a book.

Except from the other posts it appears that Darkness would black out both the torch light and the light spell - cancel them and effect only the light condition already there. (and if you are using lights, I would guess the normal condition there would be dark).

If all you have are mundane light sources then you need to know what the ambient light level is when dealing with the darkness spell. Unfortunately throughout 3.0, 3.5, and PF the designers have never done the simple thing and defined natural levels of light. What's the condition in moonlight (cause its pretty bright) or starlight?
We get in a roundabout fashion that its normal light for creatures with low-light vision, so that must mean its dim light for humans, the baseline assumption.
So to answer your question you'd have to be in an area of normal light for the darkness spell to provide dim light. So outside on a cloudy day or inside a building with plenty of windows during the day.
