The easiest way is to be a Half-Elf Oracle with Eldritch Heritage Arcane. By using Paragon Surge to pick up Expanded Arcana you can get the entire Cleric/Oracle list (with a standard action and eventually swift). Once the Oracle is 11th level they can use Paragon Surge to grab Improved Eldritch Heritage and gain access to the entire the Sorcerer/Wizard list. This covers more spells than anything else and has a low investment.

Okay, I see how this works once I hit 11th level and can take Improved Eldritch Heritage. But I'm not seeing how it works before that point, because Paragon Surge isn't on the oracle spell list, so the base arcane bond ability doesn't help.
Also, I've gotten to actually play at 11th level exactly once, so I was hoping there's an archetype or something that might solve this problem.
"Wizard archetype: You give up your arcane bond to ignore D&D's traditional niche protection. You can add any level-appropriate spell to your spell book." Too much to hope for?

Uh Paragon Surge is on the Oracle Spell List, because it is on the Cleric Spell List.
Your next best option is using racial SLA's to early access Mystic Theurge which should work well at low levels to give you a lot of spells.
Alternatively, the elven racial Oracle Archetype Ancient Loreseeker adds a smattering of arcane spells to their list, though as a spell one level higher than it normally would be.

Only way I can tell you to do so at low level is to play Gestalt. You could be a Wizard/Cleric.
Bummer, somehow I don't see that happening. Also, that's MADness!
Maybe I'll try to sweet-talk my next PF DM into a home-brew archetype...whoever that DM may be. :)

A Sorcerer/Oracle Mystic Theurge isn't that bad now that you can use SLAs to qualify. An Aasimar with an alternate heritage for a 2nd level Arcane SLA + Wood Mystery Oracle with the one revelation to give you a 2nd level Divine SLA and you can be into MT by level 4 with one class at CL -1 and the other CL -2.
That way would definitely work, but there are other, better ways not involving the terrible Wood mystery if it's ever officially decided if having a 3rd level SLA counts as being able to cast 2nd level spells.

The early entry MT is the easiest way. A Musetouched Oracle of wood2/Sorcerer1 could enter at level 3 and with magical knack sorcerer can keep caster levels close to equal. Also, gestalted cleric/oracle isn't MAD, it only needs wisdom and int. Barbars need con and str., and they aren't considered MAD. Just ignore the channeling ability.

Ah, a personal interest of mine. Besides the Paragon Surge shenanigans above, the best ways are prestige classes. Arcane Savant lets you learn a limited number of spells from any list you wish, and actually allows some shenanigans as well. You shouldn't break a game this way, but by RAW it is possible to have Dominate Monster and Overwhelming Presence as 6th level spells. Collegiate Arcanist allows you to learn a limited number of druid spells and eventually gain the spells from the Good Domain. It notably also doesn't disallow using these special spells to use appropriate wands/staffs without UMD.
The trait Two-World Magic allows you to pick a cantrip or orison off of any other class list and add it to your own. Samsarans can take divine spells from another list if they're a divine caster and arcane spells if they're an arcane caster. This allows a wizard to take healing and restoration spells from the bard and witch lists.
