Channel Smite and Touch Spells

A cleric that channels negative energy has the Channel Smite feat. Can that cleric use this feat in conjunction with inflict light wounds or other touch spells in his arsenal?

Yes. Channel Smite can be used before any melee attack roll, assuming you can spend your swift action.

A melee attack roll is an attack roll that's done in melee, and touch attacks are done in melee.
