With the release of the Beta rules and the release of the PF Gazetteer does anyone think the War College feat is overkill? Maybe I'm adjudicating the rule incorrectly but a 1st level fighter with an 18 int would get 32 skill points (4 plus 4 for int bonus times 4). I thought you can only put 1 point into any skill and a fighter (with this feat) does not have 32 skills...

You're missing the fact that characters in the beta do not get the x4 at first level. The +3 bonus to class skills keeps the numbers in line with the 3.5 DCs. So the fighter starts with 8 skill points to spend. The PF Gazetteer was written under 3.5 rules and so you have to adjust the information in that to the beta rules.

I agree. Anyone else care to offer an opinion on how to adjudicate the war College Feat. 1)Keep it as is even if using the Beat rules 2)follow Tri's response above or 3) another method?
I'm inclined to belive that #2 is the correct way. Anyone from Paizo care to offer an opinion or correct interpertation of the feat/rule?
