Apparently, I was mistaken. It's in the d20 Modern book, page 35 (which probably doesn't help).

This still doesn't tell me what I need to know to play a Barbarian toddler. Just think of the awesome stat boost I could get as I reach maturity!
Ha! Unfortunately, being young actually gives you a penalty to all 6 scores, so reaching adulthood would just raise your scores to a more average level.
Though, it would be interesting to see a party of 10 year olds start at level one and, over the course of a campaign, reach level 20 before making it to adulthood. You could have a 12 year old archmage!
(This is probably why some systems enforce some amount of training time between levels.)

That was one interesting thing about Hollowfaust. The fluff pointed out that a level 1 Hollowfaust necromancer was about 13.
A friend wanted to run with that, a little Melissa-Gilbert-as-Laura-Ingles character with a gingham dress, pigtails, a Hollowfaust hat and a skeletal cat familiar.
Dude. That is creepy. Creepy with a capital C. :)

I once ran the "15-Year-Old Campaign". It wasn't really a campaign, so much, as the set-up for the campaign. The Players arrived before hand and didn't know what they were in for ... they were only told to have "personality concepts" but not Stats, much less Classes and such.
Only after they arrived for the Intro Session did they learn that they would all be playing 15 year olds. Everyone rolled stats. Only after all stats were placed did they learn the age adjustments (house-ruled) ... Girls were -2 Strength and -1 Wisdom ... Boys were -1 Strength and -2 Wisdom.
Anyway, it was fun, and over the course of 3-4 sessions the kids saw their homes destroyed, fled into the wilds, survived, got into dire straits, got rescued, warned the local barony of trouble, became heroes and found mentors so that they could become PCs ... then the real campaign started, but I let them keep some HP and Skill Points from their youth as Commoners.
As mentioned, I House Ruled the age adjustments, but the d20 Modern book has some. I've gone further and done my own.
Note that you could also use the rules in the Monster Manual for down-sizing monsters, since Medium humanoids are Tiny when born and Small when young. I wouldn't give them bonuses to any stats, but definitely apply all penalties. As they age you can let them "earn back" their full stats a point at a time rather than all at once as they "advance in size category".
