Different Attacks..

Sorry if this has been discussed before, I'm at work, and don't really have much time to browse forums.

In 3.5/PF RPG, you've got melee attacks, which are 1d20 + BAB + Strength mod, and ranged attacks, which are 1d20 + BAB + Dexterity mod.

My question is, why do 'magical' attacks work off of one of those two, and not have it's own attack which would be 1d20 + BAB + Appropriate spellcasting mod? How good of an idea would it really be to implement this in PF RPG? I'm not sure whether it would be bad or good, but it would make sense.

Personally I think it might give a little to much of an edge for the spellcasters. You have to remember that they already has an advance in using melee or ranged touch attacks, which ignores armor. If they could use their favored ability, I fear that they would get a higher hit chance than non-caster classes (At the lower classes anyway, haven't done the math all the way).

I'm not sure if it would make sense if a sorcerer used his charisma in delivering touch-attack spells. The spell in it self does not require a roll, it is the act of touching your enemy that does, where his charisma shouldn't have much influence.
Also there are quite many spells which doesn't require an attack roll. In these cases you've got spell casting that isn't dependent on the normal attack rolls.

To sum up, I think it is illogical if touch attack wouldn't be based on the normal attack rolls, and I fear that it would give spellcasters a unnecessary high hit chance.
Maybe there are some things that I am missing though.
