My suggestion is to allow the two-weapon wielder to be able to get attack with both weapons as a standard action if he moves in the round (or make a feat that allows this). For the rogues to not abuse this I suggest the sneak attack can only be done with one of those two attacks. Also both attacks have to be at the same target.
Or create a feat similar to the Manyshot, but for two-weapons that does what I wrote above but with one roll with -4 penalty (that overrides the usual -2 for attacking with two-weapons).

Why is everybody always screaming so much about rogues abusing two-weapon fighting tricks? Yes they use it a little more effectively, but anybody who wants to play a two-weapon fighter would benefit from this, and I honestly don't see how it would overpower a rogue. They certainly haven't in my campaigns.
Please correct me if I'm missing something.
And on a side-note, whether or not its allowed for sneak attack, count me in. Standard action two-weapon strikes have been a houserule in my campaigns for a few years now.

I might have not been clear in my first post. What I meant was to allow the two-weapon wielder when moving to get one attack with its main weapon and one attack with its off-hand weapon, not as many attacks as possible.
This will bring a certain advantage to them that will not be universal.
Also I would allow them to lose the whole penalty to attacks, as well as use larger one handed weapons in off hand without penalties.

Not only do I not see 2 weapon fighting as needing a fix, but your proposed fix sounds like a player killer to me. If you could do that with 2 weapons, couldn't monsters move and make an attack with each of their natural weapons - effectively pounce for all monsters, even when not charging? I know I wouldn't want that.

I'm with you on this. If it works for PCs, it should work for monsters. So it's better as it is.

Well, then you turn it into a feat that only works for two-weapon fighting.

The easy way you handle that Joel, is you make it a part of the two-weapon fighting feat itself.
Two-weapon fighting- The penalties for wielding a weapon in your offhand are reduced as such that with a light off-hand weapon the penalties to each weapon to hit are -2, and with a larger off-hand weapon the penalties to hit are -4. In addition, the character may now attack with both weapons as part of a standard action attack.
I've actually been using this as a houserule for a long time and it works very well, helps bring dual-wielders a little closer to being on-par with two-handers. In addition, the specific wording "With BOTH weapons" prevents most monsters from taking it, as even with the feat they would only get to use 2 of their natural weapons as a standard action.
