It will encourage more, as it stands there is at least some chance that the character will take damage. Remove the auto-fail and this will become a more common plan.

I don't think so. In most my games the rogue, while having a good reflex save, would have still failed one a roll of 1 (even if it wasn't an auto-fail) as well as a roll of 2 and a few more numbers if he were subjected to the mage's spells.
For the spells where the rogue would have been able to save on a one, the DCs were usually low enough for all the monsters to be able to save against easily for a minor amount of damage.
Even a character had a high enough save bonus to be able to succeed on a 2, I doubt knowing that there would be a 5% chance of failing on the save would do anything to stop that character from being put in the explosion by them or their allies. While I think it might encourage it more, I would think that it barely encourages it. That the reroll reflex save feat would encourage this so much more that removing auto-fail ever could.
