I just wanted to point something out:
I'm sure in pretty much every game I've played,
somebody FORGOT or DECIDED to forget to apply every single modifier to MELEE.
That's the realistic outcome of the status quo.

And I think it's OK: If you don't want to sweat it, you just don't sweat it.
So keeping Maneuvers 100% compatable with Attack/Touch Modifiers seems like something which is already a 100% "known factor" and which takes zero additional brain cells to track, since there's no new sub-systems or exceptions to remember.
