I've been allowing the shield bonuses from two klars to stack, prior to using them to attack. If the player picks up shield bash, I'd be inclined to allow it any time (not allowing stacked enhancement bonuses though).
Character isn't a two-weapon fighter (10 dex, up from 9), so I haven't had to consider if both were used to attack, or two-weapon defense. Off the top of my head I'd have no problem with two-weapon defense stacking, but I might require another feat to allow shield bash to work with both simultaneously.

It would be an interesting thing to go all 'bastard sword' with the Klar and say that a pair of them can be used by someone who has purchased them as Exotic weapons, while someone with Martial Weapon proficiency can use one to stab or as a buckler, but not both in the same round.
Without a paired use option, or a 'shield + dagger in the same round' option, they really aren't 'worth' an Exotic Weapon Feat, mechanically, IMO.

In fact, that's the *only* way I'd want to see a Klar, is used in pairs like that, since that's what it seems visually made for. A Klar combined with another weapon, IMO, would look pretty lame.
See now this is my beef. What you essentially have is a bladed buckler, but you cant shield bash with a buckler so we will waste more paper, creating a new weapon that bends the rules (which is a bukler with a different name) instead of just letting the buckler do what it could from previous editions and do damage with spikes on it.

Does a klar not occupy a hand, unlike a buckler? If so, then it's reasonable to allow controlled uses like shield bashing. A buckler straps on to forearm and allows you to hold another item, so that's the trade off.
I know that a historically accurate 15th to 16th C. buckler is really hand held (little more than a metal shield boss you hold away from your body to create a large defense zone), but the D&D one is a more passive and does not occupy your hand space.
Now, please tell me what does this have to do with halfling weapons? :)

adding more weapons in general, instead of using what we already have:
example: klar, or for example, halfing throwing sticks, or hoopaks.
Halfings can throw rocks, or use slings, or thrown daggers or whatever, Im just saying please no more new weapons, that basically duplicate mechanics of something we already have?
(personally i think short spear, spear and long spear are really redundant )
Im all for the halfing with hucking skills, just no more new weapons.
In fact please, please, LESS weapons.
