How does multiclassing work in regards to skills in PFRPG? Does a single level in rogue merit a +3 bonus to several class skills permanatly or is there somthing I've overlooked?
Yes, you always get a +3 bonus to a class skill. Once a skill becomes a class skill, its always a class skill. Since all skills cost 1 pt per 1 rank if it is a class skill or not, this is the only bonus you get for it being a class skill. It actually makes multi-class characters easier to audit from a skill perspective, you simply add up the skill points they should get from each class and that the number of ranks they should have totaled from all the skill they have.

Won't this just encourage the 1-level cherry picking dips? A single level in rogue, bard, or even ranger suddenly merits a +3 bonus to various skills.

It will not encourage this any more or less than before, the difference being that now you don't have to start your career as rogue (for the x4 skill points) even though you want to play a fighter with a few skills on the side later.
And the gain to the system, with everything becoming a lot easier, is worth more than not doing it to discourage cherry picking, at least in my opinion.

I would agree that it improves 1-level dips (after 1st level) over before, but other changes - specifically 1 skill point for 1 rank on all skills - makes it all but unnecessary as well. Would you rather have a Wiz9Rog1 with +13 to one or two Rogue skills that you've put points in, or Wiz10 with +10 in those skills.
Taking 1 level in Rogue (at any time now, instead of just 1st) can give you a solid +4 in 6 skills that you didn't have otherwise (the other 2+ points going to keep your regular skills maxed). That's a nice benefit, but one that will stagnate quickly.
To my mind, the biggest drawback of the new system is inability at 1st level (only) to have a smattering of points in random skills that you don't plan to increase (your craft/profession/knowledge skills). I find the +3 class bonus (with or without multi-classing) makes up for this deficiency (after 1st level) and makes it much more meaningful.
