Cleric still makes a lot more sence to me, but how about the player can choose, at first level, to go either Cleric or Druid? Can't switch back. On the other hand, maybe make all three favored classes. In this case, I really don't think this would be broken, as I doubt they will Multiclass Cleric/Druid.
