What do you think the Chormatic Dragon's position is in regards to the Age of Worms?
Is she still an enemy to Dragotha? What about Kyuss? Whose side is she on?
I would think Tiamat would be against Dragotha and Kyuss, based on alignment. Kyuss' and Dragotha's chaotic tendencies would make them threats to Tiamat's lawfulness.
Certainly, Tiamat would have agents working against Kyuss. I believe she would also work toward using the Age of Worms to weaken the forces of good as well, turning the situation to her best advantage.
What does this mean for the PCs? Some manner of support or guidance from clandestine operatives in the service of Tiamat. Perhaps the PCs are given valuable clues they have overlooked, or some minor material support, in order to aid their quest against Dragotha and Kyuss.
Behind the scenes, Tiamat would be using the disruptive effects of the Age of Worms to increase her tyrannical hold in whatever setting your game is based.

If you want to use this event to herald the end of 3rd edition and the start of 4th edition you could have her agents ready to bring out the Dragonborn race from some neither region.

So long as chromatic dragons remain unthreatened by the Age of Worms, I would think that Tiamat wouldn't bother to get herself involved. She probably sees herself above this sort of thing. She might, on a whim, go out and destroy Dragotha if she has nothing else to do one particular day...
