Hi there!
My party has just completed the Test of the Smoking Eye, and has returned to a Cauldron which is essentially under Martial Law in everything except name.
They heard that the Mayor has 'gone away' to a nearby city and the next thing they know they've been attacked by a rather nasty bunch of hired hitters in their own dining room.
They are absolutely certain that the church of Wee Jas is behind everything, which is fine, but they also suspect that their patron (a certain Lord Vhalantru) is the only trustworthy member of the council and want to visit the council chambers to interrigate the other members to find out what's really going on before visiting the cathedral.
Possibly stopping between the two jobs to slap around the Captain of the town guard as well.
Sooo...has anybody put together a town council so I can unashamedly pinch it to use myself?

IMC I'm using the following council for the town:
Leading Members
- Mayor ==> Justice and Foreign Office
- Captain Skellerang ==> Police and army
- Vhalantru ==> Speaker of the Town Hall
Nobles
- Lord Aslaxin ==> Commerce & Business
- Lord Taskerhill ==> Taxes & administraion
- Lady Rhiviadi ==> Arts and Culture
- Lady Knowlern ==> Health and Charity
- Lord Garthun ==> Town maintenance
- Lord Tercival (often missing if still alive) ==> no responsability
Clergy
- Father Ike Iverson of Wee Jas
- Mother Jenya Urikas of St Cuthbert (formerly it was Sarcem)
- Father Asfelkir Hranleurt of Kord
As you see a lot of different kind of characters which can give a lot of fun in ruling the Town Council... Now you can understand why the Mayor is missing uhh !!
All could be a suspect and all have a strong temper and they have very different traits as well.

My campaign has just gotten to the arrest of Keygan Ghelves, wherein some of the town politics are at play. My Town Council consists of:
Lord-Mayor Navalant
Lord Aslaxin
Lady Rhiavaldi
Lord Taskerhill
Lord Vhalantru
These are the most influential people in the city. Obviously the Lathenmires and the Vandeborens want to be on the Council and are striving for it. The nice thing is that with the Mayor listening to Vhalantru, there is ALWAYS a 3-2 split (or better) on contentious issues due to support by Rhiavaldi. This means that control is maintained at this level.
Nobles that are left out include Ophelia Knowlern (lives in Hollowsky and isn't interested in Cauldron politics), Terseon Skellerang (he works for the mayor and so doesn't need to be on the Council) and Alek Tercival (I always pictured Alek as considering himself above politics).
I also considered involving the various churches on the council, but felt they already have enough power in the courts (ie. The Church of Wee Jas or St Cuthbert act as the main judges in all cases). The churches can also influence the individual members of the council rather than sitting on it.

I run a Council of Nobles style of government so that anyone who is a Nobel is in with the Mayor having the final say. The Church leaders and Merchants have significant influence as well, indirectly. Its Politics after all.
Skip ahead to Foundations of Flame, there is a good representation you can use of what a town meeting would look like.

I used a council of nobles in my game too. I have it written up somewhere...
<rumble rumble> ah... here it is
Basically, the council of nobles consists of five members, the five 'ruling families' of Cauldron:
Tercival
Navalant
Rhiavadi
Taskerhill
Knowlern
After Knowlern come Aslaxin and Vhalantru, followed by Vanderboren
As members of the council 'drop out' so to speak, they get replaced by council members who are increasingly more hostile to the party. So when Tercival dies, Aslaxin joins the council, when Navalant dies, Vhalantru joins and becomes lord mayor. As for knowlern, well, let's just say some families are pretty ambitious, and might do away with her if one of the two others fail to die...
That way, they get a bonus for saving allies. They have extra support in council meetings and can force their opponents hands more easily.
