I wanted someone else to look at this character and let me know what they thought. As a DM my knee jerk reaction is NO Way can you play that.
(note all the other Characters are 9th or 10th level and I'm starting EttDWP)

• Evasion(Ex): On a successful Reflex save against a magical attack, you
take no damage.
• Fast Movement(Ex): Your speed increases when unarmored.
• Still Mind(Ex): +2 to save against Enchantment spells and effects.
• Ki Strike(Su): Your unarmed attacks are treated as magic weapons.
• Slow Fall(Ex): As long as a wall is within arm's reach, you take damage
from a fall as if it were 20 feet shorter.
• Purity of Body(Ex): Immune to all diseases except supernatural and
magical diseases.

Wow. If you applied the level adjustment for harsaaf (+4), tiefling (+1), and 6 HD of monstrous humanoid (harsaaf), you'd get an ECL (Effective Character Level) of 11. That's before 5 levels of monk. So basically, this is the equivalent of a 16th level character. Offer him a straight harsaaf (no tiefling, no monk levels) for ECL 10 and see if he takes it?
He might not have realized that ECL = (racial HD) + (level adjustment), and just gone off the level adjustments.

yeah, what he said, but really it depends on your game and other players. Overpowered is only applicable to your game and the players involved. I have guys in my game I could make into dieties and give them planet cracker weapons and they would still be fairly useless because that is just the way they play every character. For this character to be challenged, dex dc rolls would have to be fairly high; he could make a reflex save of dc 32 half the time; can your other players even make the save at dc 32 and how often. Compare his ac to your other fighter type ac's and his combat abilities; it is ok to have some players stronger at some things than others, but I would not let a guy just starting be stronger than players who have been with the game and have shown their dedication, but that is just me; I prefer players to develop thier rolls and power in the game rather than when they just start a guy.
