I'd prefer to keep drow rare and mysterious in my game, so I'm thinking about changing all of the drow except the cleric of Lloth into enthralled surface elves. Initially I was thinking that the lack of darkvision could be covered with permanent darkvisions, but I read the spell and found that darkvision cannot be made permanent on creatures other than the caster.
Any idea on other ways to get around this?

Change them to enthralled Dwarves? Or just Duergar in league with the Drow.
Personally, I just trimmed the Drow's numbers and didn't replace some of them at all, as I wanted to have the last part of this adventure fairly tight and something we could finish on one night (some of the inhabitants ambushed the PC's the night before, which also helped thin the dungeon out).

I'm running this in Greyhawk. I'm partial to the view that Drow are rare and largely unknown in Greyhawk.
I know of at least 4 drow NPCs in Greyhawk City alone, though two of them are likely dead or have fled the city:
Clannair Blackshadow (CoG box), of the Shapechangers, group which captured people & polymorphed them into exotic creatures, then sold the part to corrupt members of the Wizards' Guild. Group eventually caught (the Adventure Begins), but Clannair's fate remains unknown.
Derken Gale (CoG box), proprietor of the Black Orchid Boarding House, a safe house for out of town evil doers, now burned down.
Landis Bree (Treasures of Greyhawk), a reclusive wizard in Old City.
Jawal Severnain (CoG box, the Adventure Begins), head librarian at the Guild of Wizardry, appointed by Zagyg himself.
