Can a Mage of Arcane Order scribe a scroll using a spell called from his pool?

My guess would be no. It seems to go against the spirit of the ability IMO. Also you have to cast the called spell within 1 minute (if I remember correctly) and when scribing a scroll I never just pictured it as just casting the spell so a minute is not enough time. Granted I can't site any rules to support this at the moment. ;)

I think the one minute timing covers it. No Scribing.
Are you sure?, because according to WotC Rules Seccion:
"The rules say [u]you can use a spell completion or spell trigger magic item or a spell-like ability that produces the desired spell effect to provide a spell prerequisite[/u]. A command or use-activated item cannot provide a spell prerequisite."
It seems that you only need to cast the spell at the begining of the item creation process thus making the 1 minute countdown irrelevant. Moreover Spellpool is an Spell-like ability.

I am sure that that is how I would adjucate it.
I think it's pretty clear that scroll creation is not the function of the pool.
But hey - people have successfully used the twinky defence to beat jail time - who knows what an accomplished rules lawyer could do. If you let them - you have to give the bad guys and NPC the same ability.
Now if they really pushed, I might meet them halfway - "okay you can use the spell pool that way, BUT doing so doubles the scrolls creation cost in xp and gp. Or, you can use the spell pool that way but retaining the spell for the time it takes to scribe the scroll takes an addtional feat - Spell Pool Scribe (with whatever pre-requisites they agree are fair.
