As far as magic goes, you might want to review divination spells for spells that don't target the vigilante directly.
Some light searching revealed Replay Tracks.
This spell allows you to reconstruct past events that occurred in your current location based on the tracks and other signs left behind. Replay tracks reveals events that occurred while the tracks that serve as the focus for the spell were being left, revealing events in the order they happened in real time or in reverse, depending on whether you are following the tracks forward or backward, although the image isn’t clear enough to make out details (such as a creature’s exact identity). You can attempt Survival checks to follow tracks as part of concentrating on the spell, but only events connected to the tracks used as the focus of the spell are revealed by the spell. Elements that left no trace detectable by you, such as creatures benefiting from pass without trace, are absent from the events you visualize.
This won't reveal his identity, but could lead to a sticky situation depending on exactly what you have planned.

There's an Investigator AT that seems almost specifically made to fight the Serial Killer called Profiler. Maybe give it a look?

If the seriel killer "collects trophies"
they should be able to search for the area around that.
and then listen and search for people who visit it/stalk it etc.
There is also things like "talk with the dead" that you could use to lead the way--the serial killer said something they shouldn't about the next target or some such.

Also, if you can "catch them" you can "take off their disguise" and see who they are (often someone well known in society). Of course, then there is the whole "24 hour scry" approach, if they change during a time while being scry'd upon, you can find out who they are by scrying on the same area a second time to see who is there. Beating them up in the act of attempted murder and unmasking them, usually does the trick, though.
