I've been looking over and over the rules for level 15 and level 20 skill unlock for stealth... but still can't tell the difference.
At level 15, it says your opponent is denied Dexterity until the end of your turn...
At level 20, it says your opponent is denied Dexterity until the beginning of your NEXT turn...
Is there something that I am missing that occurs between the END of one turn and the BEGINNING of the next?

To expand slightly. The level 15 unlock works only during your own turn, so only when you are taking your actions. It then ends, so on your opponent's turn he has his Dex back. The level 20 unlock lasts until you next get to act, so not only is he denied Dex against your attacks, but also against attacks by all your allies, too.

You may be getting tripped up on the difference between 'turn' and 'round'.
Your "turn" is the set of actions you take on your initiative count within a given "round".
So, nothing happens between the end of one ROUND and the start of the next, but quite a lot can happen between the end of one character's turn and the start of their next.

It would not affect allies' attacks in any way. But, as Albatoonoe said, any attacks of opportunity you make would benefit. There are a couple rare cases where you can act or attack out of turn as well.
