I'm curious as to what the mechanics of creating Beheaded work.

The monster looks interesting for the aspiring necromancer, but since it's not written as a template, I'm unsure as to what the statistics of different creatures beheaded and animated would be like.
Does anyone have any advice on this?

Bah, ok. THAT matters.
But for a severed head, any head will work.
For a flaming skull, just set the thing on fire and any head will work.
for a skull swarm, just get a bunch of skulls.
for a giant beheaded, you need a Large head.
for a medusa head, you need a medua head.
The section on animating heads just says that you need a severed head of the appropriate size or creature though. So if you are making a flaming skull, you can make it from a halfling, or a half-orc, or a goblin, or whatever. And the stats would be the same. That's what I had meant by my above comment. You could even make a flaming skull from a giant's head, and it would have the stats of a flaming skull (or if the GM was nice, a flaming giant beheaded)

That's where the "not a template" thing gets awkward, Reecy.
RAW, there are like 5 beheadeds, and this is a requirement:
A magic-user can create any form of beheaded from a severed head of the appropriate size or creature.
If the creature you're making doesn't fit the size of one of the listed ones, you can't make it without delving into house rules. And since this is the rules questions forum, and not house rules...

Actually you can they just do Flurry of Blows with their chin forehead and their teeth.
Actually quite literally, the Headless Monks have no heads. Saves them from the uncertainties of intellectual doubt. They do have wicked lightning swords though.
