Remaster — Three Action Heal

Am I correct that a cleric with hands full can now cast a three action heal because components have been removed? I googled but couldn’t find anything definitive.

I believe so. You only need a free hand for a spell that requires a Locus.

Emblazon Armament would let a Cleric cast 3-action Heal with hands full of that armament pre-Remaster. But now that is not necessary.
