Choke hold feat keeps them from speaking but you still have a delay. Surprise round you establish a grapple and then make sure you go first in initiative and you good.

A red dragon disguised with an illusion of a silver breathing fire on the town could add to your story (knowledge check could reveal the deception). If you still want to use the silver, flame strike is a spell they have that can burn the town.

I did not see shadow strike listed on your feats. Cocealment comes in alot in the games I play in and I like my precise strike damage when it does.
Halfling mouser with use magic device and wand of reduce person is getting in to medium creature's squares and pin down with 12th level bonus feat will keep him there. Risky striker will also work on medium creatures if you are reduced. You also did not mention critical versatility for 12th level bonus feat for humans.

Does concealment not come up alot in PFS? I see alot of swashbuckler builds without shadow strike. Also, if I am making a character with a 16 charisma, I'm maxing use magic device and taking dangerously curious trait. I don't play PFS, so I don't know how well that would work.

Ki throw will let you throw people over board when you trip. Add lunge if you want to extend the range to pitch more people over.

Fighter archtypes stack. Should be something I can do there?

Warpriest sacred weapon scimitar and improved crit. 2d8 dmage one handed 15 threat and can still carry a shield for AC.

The discovery says you gain a set of wings not replace. The vestigal says they aid in stabilizing flight gained from another source. Far as I can tell you would have one stunted pair for stabilization and a pair for actual flight.

Mutagen warrior arch with wings discovery, if you are playing a fighter.

Halfling daring champion with power attack, risky striker, challenge, and precise strike against a large creature.

MOMS 2/BrawlerX, you use combat style mastery to start off with one style active and can switch between styles as a free action. You could actually add other styles with martial flexibility and swap to a more defensive style like crane when needed.

A fighter has 2 skill points. He does not have uncanny dodge, dmg red at lower lvls, and indomittable will. Also some of the rage powers are pretty powerful. Mighty swing and strength surge are a few examples. At higher levels when a fighter has his dmg red from armor and the armor training matters barbarians get tireless rage which means they can start and stop new rages during the course of a combat allowing them to use there per rage abilities over and over in a single combat without any negatives.
Rangers and paladins have similiar abilities that spread them out and make them more valuable than fighters in other aspects of the game than combat. Fighters fight and should be the best at it since they have nothing to fall back on.
As far as fighter specific feats, several other classes have feats that are specific to them and their abilities. Fighter's ability is to fight and he should have a few feats no one else can get.
Except greater weapon focus. I think the base attack +8 and weapon focus should be the only prerequisites for it.

TW is stat dependant. If rolling stats and you have two that very high, a TWF is easier to accomplish. One high stat go with the THF. There is no way around it. With the point method set your dex high enough to get the two weapon feats with level based stat adjustments when they are available and dump into strength with the rest. This will make your con lower but with armor training the added AC from dex should make up the difference.
If the number of feats is the issue simply spend one on a double weapon. Since crtical hits is where you make up the majority of your damage make sure you use a high threat range weapon, making two-bladed sword you best choice. DM generosity will always play a big part. Burst weapons, strength items, and mithril weapons will help. You may also ask him about creating a double scimitar using craft weapon skill that you can pay to enhance. Spend feats on master craftsman and craft magic arms and armor and enhance it yourself.
