To my understanding, in Starfinder, your starting stats cannot exceed 18 after racials, theme, points, etc are applied. At level 1 the highest value a PC can have is "18".

A possible thought: if Hush doesn't mind not getting SFS credit (and the GM is okay with it); I believe he could play an elf?

I keep thinking that should be "404" and the operative would have the ghost specialization. And you could roll stealth and then "404 - could not be found".
