I remember seeing a rule somewhere that said a creature could not fly if it was carrying more than a light load, but I can't seem to find it now. Are there any rules in pathfinder for how encumbrance effects flight? If so where are they?
I got a sorcerer who wants to cast Beast Shape IV to turn into a Pegasus and carry two of the other party members at really high speeds. However, his strength will only be a 16 post transformation.

Regardless of other rules, the normal encumbrance rules should still be in place. If he's at a heavy load, he'll have a -6 to fly checks and should have maybe 80 ft. fly afterwards (since 30ft. go to 20ft., i can see why 120ft. should go to 80ft.), and "run" at 240 ft. (compared to 480 with a light load.
Don't know about the rest of the rules though.

And as a Pegasus he can carry triple the normal encumbarnce for a Str 16 character - Large and Quadruped.
Light 0-228 lbs
Medium 229-459 lbs
Heavy 460-690 lbs
Bigger and Smaller Creatures: The figures on Table: Carrying Capacity are for Medium bipedal creatures. A larger bipedal creature can carry more weight depending on its size category, as follows: Large ×2, Huge ×4, Gargantuan ×8, Colossal ×16. A smaller creature can carry less weight depending on its size category, as follows: Small ×3/4, Tiny ×1/2, Diminutive ×1/4, Fine ×1/8.
Quadrupeds can carry heavier loads than bipeds can. Multiply the values corresponding to the creature's Strength score from Table: Carrying Capacity by the appropriate modifier, as follows: Fine ×1/4, Diminutive ×1/2, Tiny ×3/4, Small ×1, Medium ×1-1/2, Large ×3, Huge ×6, Gargantuan ×12, Colossal ×24.
