You have received a summons to a meeting with Venture-Captain Norden Balentiir in one of the Concordance of Elements’ meeting halls. The meeting hall is at Port Eclipse, a city on the Plane of Air. The Grand Lodge offers Plane Shift magic to all those that present their summons to this meeting, though they encourage you to utilize your own resources, should you be able to do so. After all, Plane Shifting isn't free.
Feel free to describe if you arrive at the meeting place with your own magical abilities. The scenario assumes the Society arranges immediate transportation to the Plane of Air for you, so it would just be for roleplay purposes (don't waste your own gold or anything).
The rowdy town of Port Eclipse stretches out in all directions and soars overhead, its buildings clinging to the inside of a hollow sphere of rock. Gaps in the sphere open to boundless blue skies. Docks protrude from the gaps, extending into the endless expanse of the Plane of Air. From these, airships of all shapes and sizes dock and depart in a regular stream. Many of the bustling port’s inhabitants soar freely through the open air.

Winds, as a native of the Plane of Air, has some connection at Armund Kelisk, the greatest university of the Plane. Using her genie connection, she gets back to her home plane with a simple wish!
Winds is an athletic and joyful Sylph, always smiling and more than happy to be back at home! She wears a symbol around her neck representing a lion's head surronded by thunder and lightning. Except for a quiver she has no obvious weapon nor armor and wears only a toga, clearly made specificaly for her, with Storm and lightning parterns.
Her hairs seem to be always in the breeze, floating around her like a living thing.
With a windy and cheerful voice she bows to her comrades presenting herself. Greetings Pathfinders! I'm Winds, Student from Armund Kelisk and a native of this plane. So happy to be here! Hope you will all enjoy your stay here.
She doesn't seems as bright as Sylph are usually described...

The circular front door to a domeshaped building swings open. Venture Captain Norden Balentiir stands in the doorway. “Thank you all for journeying here,” he says, “Come inside, and watch your step.” As the venture-captain backs into the room, he points to its oddly sloping floor. The dome-shaped building’s interior is roughly spherical, with chairs bolted to all of its walls and a cylindrical dais floating in its center.

Kahwen has no way to shift from one plane to the next so has to wait for the Society to send him on his way. He is clearly excited by the prospect and is obviously not disappointed when he arrives.
In fact, it takes him an uncommonly long time to get to the meeting as he stands and gapes, his beak hanging open as he looks around at the wonders of this place. At every single thing of even the most minor interest, he pauses to stare and study.
The tengu is clothed in finery that looks more like a naval officer's uniform than anything else, including a tricorner hat with two plumes, one long, brightly colored and extravagant, the other much smaller and a plain brown.
Unlike Winds, he is obviously armed, a light mace hanging from his belt and a bow strapped to his back. But what draws the eye first is the elven curve blade that is also sheathed on his back. The weapon is almost as long as he is tall and the leather hilt is well worn from use.
He moves with quick, precise movements, his gaze darting from one place to another but then settling to stare. He bows low to each person as he meets them, his right hand placed on the center of his chest and his left arm held parallel to the ground and perpendicular to his torso, which is also bent parallel to the ground.
He blocks the door to the chamber for long moments as he stares at the wondrous chamber. But then, he moves quickly down, hopping his way to a chair on the lowest row and closest to the dais.
"It is a pleasure to be here! And to meet you, Winds. I can already tell this will be a wondrous adventure."

A tall, slender elven woman breezes in, almost running into the tengu blocking the door before she draws up short, confusion written on her face.
Recomposing herself quickly, she waits for him to budge and then slips over to join the authoritative-looking guy--presumably the Venture-Captain. The platinum-blond elf is achingly beautiful, with delicate frame and features, a small, straight nose and smooth porcelain skin. Her silken hair cascades over her shoulders like a cloak to end just above her buttocks. Attired in a green underbust corset and blouse, and a matching long-slit skirt, her long, elegant fingers are left exposed in a pair of elbow-length black fingerless opera gloves. An intricate choker rests at her throat, silver chains holding in place a gold frame inset with a large emerald; additional silver chains drape across her bare neck; dangling among the chains is a small gold disc etched with the elven rune for the first two letters of her given name, and a slender silver chain dangles from that disc into her cleavage.
A sword rests on her hip and she carries a staff in hand, but her attire, the way her deep emerald eyes twinkle with amusement, and the way her full, slightly pouting lips are quick to part into a disarming smile full of unspoken promises make it obvious that neither are her real weapons.
"Ansha, and I am sure it will be a pleasure to make your acquaintances," she purrs in a melodic and velvety voice. "[B]I've been to a demiplane or two before, but this is my first trip to an Elemental Plane. It's...a bit vacuous for my tastes. But at least I won't suffocate!"

A tall and handsome suli man with pale blue eyes that glow with electric radiance hovers in the air by the dais. A wispy dust cloud slowly circles the suli’s head, making whooshing noises as it moves. Balentiir speaks, “I hope those of you unfamiliar with planar transit don’t find the process unsettling. I, myself, try not to eat for a few hours before crossing a planar boundary.” He smiles cordially.
“If any of you haven’t met him before now, permit me to present our friend, ally,” his voice takes on a wry tone, “and host, as this building belongs to his organization. Ashasar, Liaison to the Seat of Balance of the Concordance of Elements.” The suli inclines his head with a welcoming smile.
Balentiir goes on, “In case you aren’t familiar with recent events, let me catch you up. After some initial misunderstandings between our groups,” Ashasar looks aside at Balentiir and shrugs, “We have come to terms and are working toward the same goal: releasing the captive elemental lord, Ranginori, from his imprisoning artifact— the Untouchable Opal. This goal has attracted the attention of the other Lord of Air, Hshurha, who does not want to see her rival freed. Accordingly, she has begun mobilizing her forces against both our organizations.”
“Which has only furthered our cooperation.” Ashasar finishes, and then takes over. “So, we are trying to limit her available resources. One of our agents informs me Grasping Storm, a belker lieutenant of hers, is hiring mercenary groups to increase its strength. One of those mercenary groups is traveling to Grasping Storms base via airship in a few days.” As if he were petting a cat, Ashasar traces a finger along the shape of his cloud satellite, which reshapes itself into an airship with a dragon’s head for a mast. Its draconic face takes on a contented expression.
“We would have you take their place aboard, and gain entrance to Purest Air, Grasping Storm’s cloud fortress. Infiltrate it, find Grasping Storm, and take one of Hshurha’s lieutenants off the board before she has a chance to send it at us.”

Winds touches her medallion before saying. I was a follower of Hshurha before... I've discovered the existence of Ranginori after meeting some of her followers that was trying to erase some knowledge of Him, then I've helped the Society find his Prison. I'm glad to be able to help Him more by striking down one of Hshurha's minion.
After a pause she asks What do we know about the mercenaries? Do we need to fight them to replace them? What do we know about the allies of Grasping Storm that could already been in his fortress? Talking about his fortress, what type of defenses it has?

Belkers are hateful elemental air creatures resembling fiends made of smoke. Xenophobic in the extreme, they see most non-elemental creatures as threats, and stalk and kill any such intruders in their territory. Among their elemental kin, they especially hate djinn and jann. They tolerate air mephits, dust mephits, steam mephits, air elementals, and fire elementals, but given the choice, prefer the company of their own kind.
A belker can switch from its normal form to one of pure smoke or back again a swift action. It can spend up to about two minutes per day in smoke form. In smoke form, the belker acts as if under the effects of a gaseous form spell, except that it retains its natural fly speed.
Ashavar replies to Wind, "They’re a local group called Efwurwa’s Fury—all elemental beings. Apparently Grasping Storm specifically requested elemental mercenaries, and has refused to hire anyone who isn’t at least as tied to air as a slyph. The Furies won’t be the only ones responding to the call, but they’re the first, so getting to Grasping Storm before it has the opportunity to shore up Purest Air’s defenses is critical.”
He pauses for a moment before continuing, "Unfortunately, we don’t exactly know where Purest Air is or what its defenses are. It’s on a moving cloud, so teleporting there is a guessing game. This airship makes regular supply runs there, so its captain must know where to find the fort at certain times. ”
Balentiir adds, “ Doubtless it has some guards, but I trust you have the skills to avoid rousing an entire fortress. Teleporting back is feasible, though, if you have the means”
Ashasar nods and adds, “Subtlety is your ally here. They’re expecting mercenaries; perhaps you can pass yourselves off as such?”

Looking at her comrades, she says I could pass for a mercenary as I'm a Sylph, but I'm not sure for my comrades here. They will need some heavy make up to pass for elemental being!
She adds Do we need to convince the Captain of the ship that we are the mercenaries or have you been able to blackmail him or convince him in one way or another to get us to Purest Air?

Ashasar replies, "The airship, the Williwaw, departs in two days. The captain, a djinni named Beysal, makes regular runs to Purest Air, so she’s a natural choice to ferry Grasping Storm’s mercenaries. She does some legitimate shipping alongside some smuggling. Belkers notoriously hate djinni, though. She’s likely not friendly with Grasping Storm, and might be open to smuggling you. I can arrange a meeting if you’d like."

Efwurwa’s Fury is a Port Eclipse-based gang of elemental toughs. They’ve seen some enforcer and guard work, but haven’t made much of a name for themselves yet.
Presently, their roster includes a handful of air elementals, plus the eponymous Efwurwa
Efwurwa is an invisible stalker who is well versed in fighting in tandem with her team.
Grasping Storm spent many centuries as one Hshurha’s favored lieutenants, carrying out abominable acts for her. It controls Purest Air, a cloud tower built by a material plane wizard. Hshurha desired the tower, so Grasping Storm claimed it for her. Hshurha granted Grasping Storm stewardship of the captured tower, which it renamed in its own style.
Grasping Storm is notoriously racist, even for a belker. It passionately hates fleshy creatures, and even deems air-based beings “lesser” creations unless they have some raw elemental nature. Many of the services it performed for Hshurha involved massacring whole populations of these inferior beings. Some time ago, Grasping Storm fell out of its mistress’s favor. She permits it to continue holding Purest Air, but most of the duties she requires of it these days are demeaning or highly dangerous. Curiously, given Grasping Storm’s fanatical prejudices, no elementals currently reside at Purest Air, and all its servants are material beings who receive much abuse from it.
Hshurha forbids Grasping Storm the luxury of elemental servants, part of her punishment for a perceived betrayal. Having permission to hire elementals might mean it is coming back into her favor.

A belker in its smoke form can enter a target’s square (as a standard action that does not provoke attacks of opportunity). The target must make a Fortitude save or inhale part of the creature. Smoke inside the victim solidifies into a claw and attacks the target from within, dealing continuous damage. If the target moves, the belker may automatically move with the target (this movement does not count toward the belker’s movement and does not provoke attacks of opportunity against the belker). Each round, the target can attempt another Fortitude to cough out the belker’s smoke, which ends the smoke claws attack and forces the belker into an adjacent square. Creatures that do not need to breathe are immune to this attack.

Kahwen is quiet for most of the discussion. He seems to be in deep, confused contemplation. The name Ranginori sounds familiar. Yet, splintered. He feels as though he's had an experience involving the elemental lord...or...4 experiences but also 1?
"I can fly and glide. Perhaps that will be enough to convince them that I have some elemental blood?" Kahwen offers up, hopefully.
"If there is a rivalry, maybe we can convince Beysal to vouch for us and that will be enough."

"Grasping Storm has a reputation for hating 'fleshy' creatures. Likely we'll find a lot of abuse at its hands if we don't look appropriately 'airy.'"
The elven enchantress falls silent again, musing.

Ashavar replies, “She rarely takes passengers and charges mightily when she does. If Efwurwa’s Fury already hired her, she might charge you less since she’d be getting paid twice. Still, she’s notoriously greedy. Apparently, she’s stingy even as an employer—there’s a high turnover rate among her sailors. That’s one of the reasons it’ll be a few days before she departs. She has to hire several new crew members.”
Ashavar pauses for a moment before adding, "Developing a working relationship with this airship’s captain might be advantageous in the future for both our groups, but isn’t necessary, if you haven’t other options. You’ll be working with our agent Zephyr to get aboard. He’ll have some ideas. Though I suppose you could always just sneak on and stow away.”
Balentiir interjects, “Yes, your agents do excel at breaking into places they don’t belong.”
Ashasar sighs, “You are never going to stop bringing that up, are you?”

"Is that bad?" Kahwen asks as the two officers begin debating the merits of breaking and entering.
"Perhaps we could sign on as crew. That might make her friendlier to us, anyway. I know how to sail...although I don't know if my skills will translate to an air ship."

You begin to head out, but Ashavar says one more thing, "I know I said we don't know much about their Purest Air's defenses, but I can tell you this. I’d wager that everyone who resides there can fly, so you might make sure you can too, unless you trust your skill at setting the direction of gravity. I know that Grasping Storm controls a cabal of sylph druids, like myself. Unlike myself, these are local servants of Hshurha. I find that’s not uncommon. Those born here with an inclination toward serving the air tend to fall into the orbit of the most powerful elemental being around. They might not even be evil, but there are so few visible alternatives. That’s one of several reasons I argued for freeing Ranginori even before the idea became popular."

A male sylph enters the room, "Speaking of which, this is one of my druids, Zephyr. He will assist you in any way he can, including preparing natural magic if you give him a day's notice."
The sylph nods, "I can prepare up to five 1st tier magics, four 2nd tier, and three 3rd tier. Let me know if you require any other assistance. This belker is causing an elemental imbalance and I would like to see him stopped."
Ashavar hands you a feather token (bird), "Use this if you need to send a message to me. If your mission is successful, it will be much easier to retrieve you from Purest Air than it currently is to get you there. Good luck Pathfinders."

A meeting is arranged with Captain Beysal, a female djinni, at a dockside tavern. Zephyr informs you that she isn’t the stereotypical brash djinni; rather, she is quiet, shrewd, and calculating.
You arrive at the tavern and see that, other than the bartender, Captain Beysal is the only one present. She sits at a table near the bar and gestures for you to join her. There are exactly enough chairs for each of you to take a seat.

When they get to the bar and he finds they are the only patrons, he looks around suspiciously but approaches Beysal's table and takes a seat after bowing to her, as well.
For the moment, he is quiet while more charismatic members of the team make conversation.

Shonne considers what she has heard about Efwurwa's Fury and Hshurha's lieutenant, but remains quiet as the woman she takes for the Venture-Captain's woman explains.

Who took the token? Shonne's at the back and wouldn't step forward yet.
Shonne considers the druid's offer, but is now considering rushing off and buying another scroll (or more, if available), one of elemental body I (a 4th tier spell). If we have a day or two she might even transcribe one if she can find multiples. Note: Shonne is not a naturally high-enough level wizard to cast them without a roll even if she finds them.

Shonne shrugs. She lingers at the door, and leaves the dome last, holding the hatch open, but standing unobtrusively to the side as the others file out. When no one comments upon her presence she nods to herself, and follows stealthily after, keeping an eye out for a purveyor of magical scrolls as they go.

At the meeting with Captain Beysal she remains out of direct line-of-sight if able. Shonne smiles and politely waves off the captain's invitation to the table knowing that sitting down, equates to being prone in the rules ;).

Ansha offers nothing further until they arrive at the meeting with the djinni captain. Smiling brightly, she slides into one of the offered seats, fixating on their hostess.

"You must be Beysal," the enchantress starts, then adds with a nod of her head, "Pleasure, I'm sure. I'm Ansha."
"Anyway, we have a mutual interest and hear that that interest is pretty hostile to ...well, everyone. Maybe we can be of mutual assistance? You help us get there, we make life difficult for that mutual interest? Can't imagine you'd cry if life got harder for those making your life hard, no?"

You can tell that the captain was in a foul mood when you first arrive, but Ansha's disposition improved her mood quite a bit already.
The captain notices your keen awareness of the empty tavern, "Have no fear, we simply don't need to have this conversation around open ears and loose lips, eh?"
The captain smiles in response to Ansha's words, "Well, well, looks like you did a bit of homework before this meeting. Right to business too, eh? Well, tell you what, Grasping Storm is a xenophobic menace."
She pauses and watches for your reactions to her opinion, "But, I'm a djinni and he still works with me. Such an arrangement came at a great personal investment of time and coin. You're asking me to work against something I've invested so heavily into. Not to mention I've already been paid to transport Efwurwa's Fury and I always keep my word."
She gestures at the lot of you, "Now, you seem like well-connected people, and these new tariffs in Port Eclipse are really cutting into my bottom line. I think we can work something out that works in both of our interests, but I'm curious to hear what you might offer for my services." she says with a mischievous smile.

The captain smiles in response to Ansha's words, "Well, well, looks like you did a bit of homework before this meeting. Right to business too, eh? Well, tell you what, Grasping Storm is a xenophobic menace."
Ansha smiles at the perceived compliment- she was in the business of knowing other people's business, after all- and then nods soberly in reaction to the djinni's opinion of their target. "So I hear."

Ansha's smile mirrors Beysal's own as she replies, "I'm sure something can be arranged. I can be pretty persuasive. Maybe we can have a talk with the harbormaster, if these tariffs are cutting into your bottom line."

The captain frowns for a moment, "While I'd love for those tariffs to be repealed, you don't hold enough sway here to accomplish it. Though your right, we can work something out."
She pulls out two parchments and places them on the table, "The way I see it you have three choices. The first is you outbid Efwurwa's Fury, at a discounted price of course." she says gesturing towards the first parchment.
She continues and gestures at the second parchment, "The second option is that I smuggle you in. As you can see, this option is a tad cheaper, but you'll have to deal with Efwurwa's Fury yourselves."
You read over the two documents placed on the table that Beysal prepared ahead of time. The base prices were already written and crossed out on these documents.
Option 1: Outbid Efwurwa's Fury.
Cost: 2,000g 500g per person
Option 2: Be smuggled In.
Cost: 500g 125g per person
She smiles as you read them over, "All you need to do is choose one and sign your names." she says as she holds out an ink pen.

Ansha glances at Shonne, offering a brief smile. She then looks the document over, hmmming in thought a few times. "Well, really, I was thinking of something a bit shorter-term than repealing the thing entirely. I could probably convince the harbormaster to waive them for a trip or two. Or maybe a week..."
As she speaks, she masks the words to a detect magic spell behind her words. Regardless of whether magic is present, she studies the document for a short while (4 rounds or so). Only once the cantrip-induced faint blue glow limning her emerald eyes fades does she look up again.
Looking up at last, she turns to the others. "What do you guys think? I'm partial to the smuggling idea, really. More fun that way. Would hate for the Fury to find an alternate ride there and catch us with our skirts up, too."

Per her Covert Spells prestige class ability, in order to notice that Ansha cast a spell (specifically, enchantments or divinations), observers must beat both her Bluff and Sleight of Hand rolls.

"Out of the two presented, the smuggling option does sound much more entertaining," he continues.

The captain chuckles, "You always have another choice. These are just the two that include my cooperation. As for the smuggling, I won't help you remove Efwurwa's Fury, but I won't stop you either. I got paid for the job already. My contract said to offer transport to them, but it didn't say that they had to successfully make it to Purest Air."
She smiles and leans back in her chair, "Just like you, I like to keep my options open when I can."
The captain is implying you can always sneak aboard her ship without her "knowledge". However, she won't be helpful to you at all if you do so.

"If you outbid them for transportation, whos going to get them to Purest Air?" she replies to Wind.
Option 1: You pay more gold, skip a fight with the Efwurwa's Fury.
Option 2: You pay less gold, but have to fight/disable Efwurwa's Fury.
Option 3: You sneak aboard, pay no gold, fight Efwurwa's Fury, and the captain doesn't "develop a working relationship" with you.

Ansha shrugs, then signs her full name near 'option two.' "'Who?' indeed. Anyway, it sounds like we're in agreement that smuggling sounds like the way to go."
She looks to the others, then back to Beysal. "Here's to a long and profitable arrangement for both parties," she says with a smile.
Looks like the consensus is Option Two.

"If someone is trying this hard to gather forces, they'll find a way. Better we figure out some way to deal with them when they're separated from the rest than wait for them all to get together and have to deal with them all at once," Kahwen says. He also signs his name on the second contract.

The captain reclaims the documents from the table once everyone has signed, "Wonderful, I'm glad we could come to an arrangement. The ship leaves tomorrow in the afternoon, so make sure you're there in the morning so I have time to smuggle you aboard. Once we are underway, it will be up to you to disable Efwura's Fury, but I'll like be in my quarters for most of the trip, so I won't see anything."
You meet with Zephyr in the morning before he prepares his spells, and make your requests of him. You then make your way to where Captain Beysal's airship is docked.
The perpetual noonday illumination of the Plane of Air shows off the Williwaw in all its glory. The airship resembles a flying dragon, stretching over a hundred feet from bow to stern. A segmented tail-like rudder dangling a score of feet below the sky docks adds further vertical length. Its sails are two graceful wings stretching out from either side of the hull, crafted of azure and white cloth, displaying a satin sheen as they ripple in the breeze. Some scars on the hull show that the Williwaw has seen its share of fighting, though likely only briefly—its reputation is that of a speedy cargo ship, not of a ship designed for battle.
Captain Beysal is waiting on the dock, standing next to six crates. She greets you when she sees you, "Let's get you packed up, aye?"
The crates are labeled "Exotic Incenses" and are to be delivered to Grasping Storm. However, Captain Beysal shows you that the crates have false-bottoms allowing you to slip in and out with relative ease.

...Shonne... is now considering rushing off and buying another scroll (or more, if available), one of elemental body I (a 4th 'tier' spell). If we have a day or two she might even transcribe one if she can find multiples. Note: Shonne is not a naturally high-enough level wizard to cast [elemental body I] without a roll even if she finds them [but she should be able to transcribe them].

Are you asking if they are available? If so, then yes, you can purchase scrolls here in whatever multiples you desire.
As for Zephyr, the scenario isn't very clear on his involvement. It sounds like he offers to prepare spells for you and then leaves you to do your job. However, I have no idea how much help any of his spells would be before you even get on the airship. I'm going with: Assume he is following behind you but doesn't participate in combat or otherwise impede you. He is simply a pocket druid for spellcasting.

Kahwen doesn't look too pleased with the accommodations. They're going to be in there for a while, after all. It will be a nice incentive to do whatever they're going to do quickly. He can't imagine any of the pathfinders want to spend the whole voyage inside the crates.
He climbs in and tucks up, glad that he's not some hulking brute.

Winds asks the Captain Do you know how much time your ship will take to get to the castle?
If it takes several days, or at least two, I suggest to deal with the mercenaries on the first part of the travel to be able to prepare for the castle assault itself.
