I didn't see any aqueducts, but the Roman ruins in Trier, Germany near the border with Luxembourg were only about a 90 minute drive from where I used to live in Germany a few years ago. Same possible Thassilonian vibe.

Free magic item up to 20K in value?!?!?!? Sweet!
Unfortunately, I didn't find items useful to me that would max out the full 20K, but I'm looking at a few things and trying to decide.
1. Ring of Protection (+3) - 18K
2. Armor or Shield (+4) - 16K+
3. Belt of Physical Perfection (+2) - 16K
4. Belt of Giant Strength (+4) - 16K
You guys know the PF1 math better than I do. Any recommendations? Am I chasing my tail trying to boost my AC? I already have a +2 bonus to strength, so bumping it to +4 be more advantageous than getting more AC or adding +2 Dex and Con?

As for a magic item for myself, I'm thinking of the following if allowed:
mwk Breastplate (agile): 550 gp
Mithril: 4000 gp
Spirit-Bonded: 6000 gp
+3 armor enhancement: 9000 gp
Total cost: 19550 gp, and boosting my survivability a lot and puts me in my end-game armor. It helps me with all my Spirits and can be worn by all of them except the Archmage.
The wearer of armor with the spirit-bonded special ability gains a +1 bonus on saving throws to resist psychic spells and effects originating from incorporeal creatures. Additionally, if the wearer of the armor has the spirit bonus medium class feature, his spirit bonus increases by 1.

I was looking at upgrading my armor to a mithral agile breastplate, too, but without adding a special ability I was coming up well short of the 20k limit for +3, or just over the limit going to +4. The +3 version is 13,400gp, the +4 is 20,400gp. (Mithral is automatically masterwork, you don't have to pay the extra 150gp on top of the already high price of mithral.) Can I offer to pay the extra 400gp out of pocket for the +4 version? I just dropped off my non-mithral mwk agile breastplate to get upgraded to +1, I'd gladly put a stop to that.
A +4 Int headband would be super helpful but that's only 16k. Combining that with a 4k item would be generous! The luckstone costs exactly 20k and would have some usefulness but just doesn't seem as broadly useful as the pale green prism ioun stone, which sadly costs 30k.

There were several items I saw that would be helpful to anyone. The Scabbard would be great for Nasir since it would turn his Scimitar Critical from 18-20 to 15-20.

Some other options:
+3 mithral full plate is 19.5k, as medium armor you still move at full speed+4 mithral heavy shield (or +3 bashing) is 17,020, with an attached +1 shield spike for another 2160, total cost 19,180gp
+3 rapier is 18,320. Getting an adamantine weapon would be great but a +3 adamantine rapier is 21,020. Downgrading to +2 adamantine is only 11,020, but adding the 7k special ability Liberating makes it 18,020 (not the +1 equivalent ability Liberating, they couldn't come up with a different name?)

He would send word to the shop where he left his mwk agile breastplate yesterday to not enchant it so that he can use that money on other improvements.

It's hard to pick just one item that's close in price and less than or equal to 20K, as folks have noted.
Ayita is a little strong on offense than defense currently. I could try to balance her more, get better armor, or get some defense for Yazhi, or make "Social Control" into a +3 weapon with a bit extra, or go toward something completely different. I was thinking "portable hole" but since we already have a bag of holding, we might break both of them.

Frantino can relate that the fleshdregs and one sinspawn that we fought didn't seem to have any particular weaknesses or resistances, but as aberrations that would have required a Knowledge dungeoneering check that he hasn't put any ranks in yet. The sinspawn cast spells, but Frantino doesn't know if all sinspawn can do that or if it was just because Mozamer may have had class levels. He had been much better equipped than anyone else in the Underflume.

These enhancements cost 19,000gp. NOTE: the 20K magic item offer from Sheila Heidmarch is an item, not gold pieces.
And a 19K enhancement takes 19 days. You don't have 19 days to spare before starting your mission to Rivenrake Island.

Re. Locksmith - yes, it says light armor.
HeroLab (what I use) switches medium metal armors to be actual light armor if you make them mithril, and it let me do this combination without throwing an error.
