It's not really a variant magic item.
Continual flame is a permanent spell that can be cast on any object.
It could just as easily be cast on a headband,necklace whatever. The ioun stone is just a dead ioun stone a standard item. No variant magic item here. Just a needs a caster with the heighten spell feat to cast continual flame(a common spell). No crafting involved.
A heightened Continual flame could actually be cast on any ioun stone without going through the crafting process.
Having a item(doesn't have to be an ioun stone) with continual flame heightened to 4th is just a smart tactic useful in countering darkness.
If a dead ioun stone was never available I would just find a caster with heighten spell and have It cast on a nice headband circlet whatever. No custom item crafting necessary.

Aggy can cast the spell Continual FLame 3rd. And therefore is capable of casting it upon an item. This is not crafting. It is just casting the spell.

Ok....I can't have ioun stones with heightened continual flame right now. Can I have them with a normal Continual Flame cast by a Cleric such as Aggy who would cast it as a 3rd level spell? Aggy does have 3rd level spells and would have had time to cast it while Lom was crafting our magic items in town.
He cannot create the burnt out ioun stone. So if that is not available I would have had him cast Continual Flame 3rd on a circlet/headband/crown/etc

As a 3rd level spell when cast by a Cleric(Aggy) NOT a 2nd level spell, these ioun stones with Continual Flame would be effective in countering Deeper Darkness 3rd if that is what we are up against.

You will need to at least dot gameplay so I can add you to Roll20. They are only on level 2 of the dungeon so it is still carved hallways. You can be the sole survivor on another group.
