As a general note as I respond specifically - If you have a special extra built onto a item - I will let it be transferred to an improved item of the same type.
Yes you can claim the new cloak - and your mule enchantment can be transferred. However, the old cloak will still be listed in your loot claims (as it raised your loot claim value). You can sell the old cloak or give it away.

            That makes sense, and is totally fine. I'd be happy to give the old cloak to anyone else who wanted a +1, otherwise, sell it. If someone else doesn't claim the +2 and win it, that is.
Oh, and I think she would like to claim those priceless troop movement docs, but she'd just give them to Irabeth or Anevia at the Inn.

As the group's regular healer has an alarming tendency to get himself inhumed, I recommend paranoia.

            Sigrit could use the charisma boost from the headband. Though I keep picturing it as an Alice band, and then I see Sigrit dressed as Alice in Wonderland, and that does not work at all.
She would be interested in reading the tomes on history and geography, but feel no need to keep them.

            We will be having your army fight its first mass combat :)
Right now I'll be going into it with the group fording the river (Strength or Swim checks aided) and then I'll go into dungeon crawl mode for the approach and attack.
Right now of all of the *many* npcs you have - Irabeth, Gore, and Nuvah will be staying with the army. The others - Anevia, Aravashnial, Aron, Sosiel - would be happy to go with the infiltration or the main army - i leave it to you.

            If I can get a surprise round (move or standard only) and round 1 actions as well as where on the map you'd like to be at the start of the surprise round we can kick off this combat. (And when/if the combat is noticed the mass combat of your army can start.)
